The KDHE conducted a Brownfields Targeted Assessment (BTA) Application for the current leasee of the property with support from Trego County Economic Development. The property, which houses the former WaKeeney Creamery building, currently has an unknown environmental status and is proposed for rehabilitation to establish a new business for an out-of-state resident looking to move back home to Kansas. Based on the Phase I report, RECs were identified as potential releases of hazardous substances associated with the historical use of the property including the storage and transportation of bulk fertilizers, excess staining of concrete on ground level floor in basement and potential releases of hazardous substances associated with the historical use of the north and west adjacent properties as a railroad and grain elevator, respectively. Due to the potential for impacts to soil and groundwater, a Phase II assessment was conducted on March 6, 2013. Results of the Phase II identified nitrate (as N) in two of the four soil samples but at concentrations below KDHE Risk-Based Standards (RSK) levels. Methyl-tert-butyl-ether (MtBE) was detected in the groundwater sample collected from a nearby monitoring well, MW-19, at concentrations below the KDHE RSK levels for both a residential and non-residential scenario. No other contaminants of concern were detected above laboratory reporting limits in the soil or groundwater. Based on results of the Phase II investigation, further investigation is not warranted and the property is cleared for redevelopment.
