The KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) for the City of Atchison on a property with an unknown environmental status that is proposed for a retail redevelopment project. Based on the Phase I report, RECs were identified as potential releases of hazardous substances and/or petroleum contaminants associated with historical uses of the property as a printing company, garage and maintenance shop, and a manufacturer of grain moisture tester facility (Steinlite Corporation). Due to the potential for soil and groundwater impacts, a Phase II assessment was conducted in August 2013. Results of the Phase II investigation indicate extremely isolated petroleum and metals impacts to soil. In particular, elevated TPH DRO and lead impacts were limited to a single soil sample collected from a single boring. It is likely this isolated occurrence of soil impacts is the result of a parked vehicle with an unknown fuel/oil leak or another instance similar in nature and not a wide-spread concern warranting additional investigation. Based on the data provided in the Phase II Report, KDHE recommends placing an Environmental Use Control on the property to address the residual soil impacts exceeding the KDHE RSK residential soil levels. Further investigation is not warranted under the Brownfields Program and the property is cleared for redevelopment.
