Additional Property Attributes

The property is a key location to help complete the City's cross-town St. Johns River Trail linking the adjacent 80-acre Riverway Sports Park to the Cutler Regional Park.

Former Use: The 9.4-acre property consists of three areas. The approximately 7.7-acre North Area consists principally of the St. Johns River and the northern bank of the river. The North Area was not part of the Phase II assessments. The 1.1-acre East Area is adjacent to the St. Johns River. A two-story house exists on the eastern portion of the Southeast Area. The 0.5-acre West Area consists of an elevated strip of undeveloped land. From the late 1950s until the late-1990s, an auto wrecking business operated at the sites. Automobiles were reportedly dismantled at the East Area and usable/sellable chassis and other auto parts were stored at the undeveloped West Area. In the 1960s, auto chassis and other parts were used as fill to elevate the northern portion of the Southeast and Southwest Areas immediately south of the St. Johns River levee. The property owner stated that this activity was permitted and inspected by Tulare County. The County was not able to locate any records regarding the Site. Significant concentrations of lead, cadmium, and heavy petroleum hydrocarbons were detected in soil in the area of the buried auto chassis and parts. The City purchased the Site from Tom and Linda Stasio in May 2011. The City purchased the site because it is a critical link in the City�s St. Johns River Trail system and will link this trail system to the 80-acre sports park immediately south of the Site.
