A Phase I Brownfields Targeted Assessment (BTA) was conducted for the City of Lyons on a property with an unknown environmental status proposed for purchase by the City for redevelopment into the new City Hall and Library. Based on the Phase I report, RECs were identified as petroleum contaminants and/or hazardous substances associated with the historical use of the property and the southwest adjoining property as auto repair facilities and an existing KDHE Leaking Underground Storage Tank (LUST) Site located in close proximity to the site. Although not specifically identified as RECs during the Phase I, two agricultural facilities were identified in the Phase I report as being located within � mile upgradient of the BTA property, one of which has documented nitrate impacts. Therefore, groundwater samples were also analyzed for nitrogen as nitrate-nitrite. Due to the potential for soil and groundwater impacts, a Phase II assessment was conducted. Results of the Phase II identified carbon tetrachloride in the groundwater samples at concentrations (1.5 and 1.3 micrograms per liter [ug/L]) below the maximum contaminant level (MCL) of 5 ug/L. Nitrate-nitrite was also detected in the groundwater samples ranging in concentrations from 14 to 26 milligrams per liter (mg/L) exceeding the MCL of 10 mg/L. No other contaminants of concern were detected in the groundwater samples above laboratory reporting limits. The nitrate-nitrite results will be provided to the KDHE Voluntary Cleanup and Property Redevelopment Program (VCPRP) which is currently and will continue providing oversight for the investigation being conducted at one of the upgradient agricultural facilities. The carbon tetrachloride detections will be referred to the KDHE Site Assessment for further assessment to determine the exact source(s) of this contaminant. Further investigation is not warranted under the Brownfields Program and the property is cleared for redevelopment.
