Additional Property Attributes

There are 11 parcels (C1 to C11) comprised of one commercial property (C7), seven current/former residential properties, and three undeveloped vacant residential lots. The property appraiser parcel numbers for the 11 parcels are as follows: (C1) 00-43-43-30-03-034-0010, (C2) 00-43-43-30-03-034-0112, (C3) 00-43-43-30-03-034-0111, (C4) 00-43-43-30-03-034-0310, (C5) 00-43-43-30-03-034-0350, (C6) 00-43-43-30-03-034-0400, (C11) 00-43-43-30-03-034-0070, (C8) 00-43-43-30-03-033-0550, (C9) 00-43-43-30-03-033-0530, (C10) 00-43-43-30-03-033-0510, (C11) 00-43-43-30-03-034-0070. After an April 4, 2014 approval of a Site Specific Quality Assurance Project Plan, Phase II ESA activities were conducted at Parcel C7 to address the used oil drum. Results of the assessment indicated minimal surficial soil impact with 2.3 cubic feet of impacted soil removed and containerized in a 55-gallon steel drum. After the soil removal, Phase II ESA activities indicated no impacts to soil or groundwater above regulatory limits. The 55-gallon plastic drum of used oil and the 55-gallon steel drum of excavated soil have been removed from Parcel C7. A draft Phase II ESA report was submitted to TCRPC on June 2, 2014

Former Use: There are 11 parcels (C1 to C11). Two parcels are residential single-family homes (C4 and C5). Seven parcels are vacant resdential properties (C2, C3, C6, C8, C9, C10), three of which formerly contained single-family homes (C6, C8, C9). One parcel (C1) is a two-story former apartment building currently occupied by a church group. One parcel (C7) is a small one-story building occupied by a used car dealer. Available historical documentation indicates the first development of the parcels as of 1938 for Parcel C8. Parcels C1 and C6 were developed prior to 1946 probably between 1921 (date of subdivision platting) and 1946 (the first historical evidence of buildings). Other parcels were developed in the late 1940s (Parcel C11), 1958 (Parcel C9), 1963 (Parcel C4), 1977 (Parcel C5), and 1994 (Parcel C7). Parcels C2, C3, and 10 were never developed with structures. All of the developed parcels had single-family residential usage except for Parcels C1 and C7. Parcel C1 was originally an apartment building, converted to office space in the 1980s, and then occupied by the following tenants: Home Inspection Assurance (1989); Drug Abuse Treatment Center (2000); and Outreach Ministry (2009 ? current tenant). Parcel C7 was first developed in 1994 as a used car sales lot. Since then it operated as a used car sales lot with use as a towing company in the early 2000s. No RECs were identified except for a 55-gallon drum of used oil at the SW corner of the used car lot (Parcel C7 at 2700 Westgate Ave). This was the subject of a Phase II ESA conducted in April 2014.
