A Comfort/Site Status Letter request should be submitted to the Indiana Finance Authority (IFA) / Indiana Brownfields Program (IBP) along with copies of this report, the Phase I ESAs completed in September 2013 and April 2015. Subsequent to the acceptance of the Property into the IBP, the IBP/IDEM may issue a Comfort Letter that outlines the applicable liability exemption and/or IDEM�s exercise of enforcement discretion under an applicable IDEM Non-Rule Policy. It may be necessary to record an Environmental Restrictive Covenant (ERC) that will be used as an institutional control protecting visitors to the Property.

Additional Property Attributes

The Property will be redeveloped as a portion of an apartment complex; the proposed building footprint will cover the entire Property with the exception of the northwest corner and easternmost approximately 11 feet, which will consist of landscape areas and concrete sidewalks.

Former Use: The property consists of 0.33 acres of land developed with an approximately 2,800 square foot, one-story building. The remainder of the Property was developed with a paved parking lot and landscape areas. A former dispenser island is present on the central portion of the Property. Based on a review of available records during our September 2013 and April 2015, Phase I ESAs, the Property operated as a gasoline station and service center beginning in the 1950s. Prior to the 1950s, the Property was developed with residences. A cocktail lounge and caf�perated on the Property in the 1980s and 1990s. Since 1999, the Property has been unoccupied.
