The KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) for the City of Andover on the 1.7 mile Andover portion of the Redbud Bike/Pedestrian Path in Andover, Kansas. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as the historic use of the property as a railroad corridor. Due to the potential for soil and groundwater impacts, a Phase II limited site investigation was recommended. The Phase II BTA consisted of collecting discrete soil samples from 10 transects evenly spaced across the trail, and each transect consisted of three probe locations, one in the center of the former railroad bed, and one on each shoulder. All 30 soil samples were submitted to the laboratory for polycyclic aromatic hydrocarbons (PAHs) analysis, and all samples were also analyzed in the field for arsenic, cadmium and lead using an X-ray fluorescence analyzer (XRF). Duplicate soil samples were submitted to the laboratory for arsenic, cadmium and lead analysis confirmation. Three soil samples were also submitted for the Toxicity Characteristic Leaching Procedure (TCLP) for cadmium and lead. The Phase III supplemental BTA, report dated April 2014, was conducted to further delineate the extent of soil contamination identified during the Phase II. A total of 21 soil samples were collected from 11 locations across trail and analyzed for cadmium and lead. Groundwater samples were also collected from four locations along the site and analyzed for Volatile Organic Compounds (VOCs), cadmium, and lead. Results of the Phase II and III BTAs identified cadmium and lead in the soil above the KDHE Risk-Based Standards for Kansas (RSK) Tier 2 residential soil levels of 39 and 400 milligrams per kilogram (mg/kg) respectively. Arsenic and PAH constituents were also detected in the soil; however, arsenic levels were determined to be consistent with background concentrations and PAH concentrations were below KDHE RSK levels. The average lead concentrations detected during the Phase II and III ranged from 10.7 to 2,140 mg/kg and 11.5 to 1,809 mg/kg, respectively. Exceedences above the KDHE RSK residential level generally remained within the upper 2.5 to 4 ft where the fill material was encountered. Reported laboratory cadmium concentrations during the Phase II and III ranged from less than 0.60 to 523 mg/kg and from 0.493 to 38 mg/kg, respectively. Similar to lead-impacted material described above, cadmium-impacted material exceeding the KDHE RSK residential level is limited to the fill material. TCLP lead was detected at levels ranging from 1.82 to 5.8 mg/L. The TCLP limit for lead is 5.0 mg/L. TCLP cadmium was detected at levels ranging from 0.32 to 0.58 mg/L. The TCLP limit for cadmium is 1.0 mg/L. No VOCs or metals contaminants were detected above laboratory reporting limits in the submitted groundwater samples. The City of Andover has enrolled the subject site in the KDHE Voluntary Cleanup and Property Redevelopment Program (VCPRP) to address the residual soil contamination above KDHE RSK residential levels by incorporating appropriate remedial measures into the trail design and construction.
