The KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) for Kellenberger Foods (with City support) on a property with environmental uncertainties proposed for purchase and subsequent redevelopment into a Dairy Queen. The planned reuse to expand an existing business along the city�s main thoroughfare will provide an additional benefit to the local community and others traveling through the area. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential groundwater impacts associated with two adjacent RCRA facilities with decades of non-compliance RCRA Large Quantity Generator operations and evidence of a historical contaminant release. Due to the potential for groundwater impacts, a Phase II assessment was recommended. Results of the Phase II limited investigation identified at least one RCRA metal was in every soil sample analyzed, but at concentrations below applicable KDHE Risk-Based Standards for Kansas Tier 2 Levels. No VOC or TPH GRO contaminants were detected above laboratory reporting limits in any of the soil samples submitted for laboratory analysis. Based on results of the Phase II investigation, no contaminants of concern were identified on the subject property above regulatory levels and further investigation under the brownfields program is not warranted. The property is cleared for redevelopment.

Former Use: BTA property consists of 1.05 acres of the northeast corner of parcel 006-203-06-0-40-01-008 to be replatted for purchase and development. Historical use includes parking lot for various retail businesses from 1991 to present. Prior to 1991 property was vacant.
