The KDHE conducted a Brownfields Targeted Assessment (BTA) at the Hatcher Farms Warehouse located at 1402 W 2nd Street in Liberal. The BTA was conducted for the City of Liberal on a property with environmental uncertainities which has prevented prospective purchasers from buying the property for reuse. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of petroleum contaminants associated with several underground storage tanks historically located on the property and a �producing� oil well located on the adjacent west property boundary. Due to the potential for soil and groundwater impacts, a Phase II assessment was conducted in October 2013. The Phase II consisted of advancing four soil borings using direct-push technology to a depth of 16 feet below ground surface. A discrete soil sample was selected from each boring and based on field screening and visual observations submitted to the laboratory for volatile organic compounds (VOCs) and total petroleum hydrocarbon diesel range organics (TPH DRO). The soil sample collected from S-4 was also analyzed for chloride to evaluate potential impacts from the nearby oil producing well. No VOC, TPH DRO, or chloride contaminants were detected in any of the soil samples above laboratory reporting limits. Based on results of the Phase II investigation, soil contamination was not identified in connection with the subject property and further investigation is not warranted. The property is cleared for redevelopment.

Former Use: Prior to 1969, vacant/undeveloped property; two strucutres contructed in 1969 used for food storage and packing and other commercial busniesses including: Painting and Sandblasting (2008 to present), Liberal warehouse groceries (1999), Nash Finch Co. (1980's to mid 1990's) Ideal Food Store office and warehouse (1970's), a maintenance shop currently used for vehcile and farm equipment storage
