The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 25 West Main St. in Chanute, Kansas. The BTA was conducted for a prospective purchaser with support from both the City of Chanute and the Chanute Regional Development Authority through the KDHE Coalition Assessment Grant # BF 97741501 � hazardous substance funding. The prospective purchaser is a local successful business owner who has outgrown her current location, and plans to renovate the former furniture store in order to expand her existing operations. She has applied for financial assistance through the City�s Revolving Loan Fund Committee; however, due to the environmental uncertainties associated with the property and building, the committee requested that a Phase I environmental assessment be performed on the property. The Phase I assessment was necessary to fulfill the due diligence requirements prior to the pending transaction and subsequent redevelopment. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of petroleum products associated with the upgradient property to the north. This upgradient property appears to have been associated with railroad operations and was used as a warehouse for petroleum storage in the early to mid-1900�s. Due to the potential for groundwater impacts, a Phase II assessment is recommended. A NESHAP Asbestos Survey, limited Mold Survey, and Lead Based Paint (LBP) Survey, were also conducted on the former furniture store building located on the property as additional scopes outside of the ASTM 1527-13 Phase I assessment. Asbestos containing material (ACM) was identified in the building and abatement will likely be required prior to renovation and/or demolition. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. Results of the mold investigation indicate visible mold growth in the basement and elevated airborne mold spore count relevant to outdoor conditions. Lastly, the Lead Based Paint Survey indicated LBP covering interior areas and spanning at least 100 square feet. The applicant will be referred to the Asbestos/LBP/Mold Report for recommendations in regards to the identified mold and LBP. The Phase II BTA was conducted on February 24, 2014 and consisted of advancing three borings using direct-push technology to collect collocated soil and groundwater samples. A total of four soil samples, including a duplicate sample, and three groundwater samples, including a duplicate and a rinsate sample, were collected and submitted to the laboratory for volatile organic compounds (VOCs), total petroleum hydrocarbon (TPH) gasoline range organics (GRO), and TPH diesel range organics (DRO) analysis. A refusal depth of 7 feet (ft) below ground surface (bgs) to limestone bedrock was encountered in all three collocated soil/ groundwater borings. Soil samples were submitted from all three borings from 5 to 7 ft bgs and no contaminants were detected above laboratory reporting limits. Temporary casings were left in place for five days to allow for potential groundwater to enter the borings. Only boring SB-3 allowed for sufficient groundwater sampling and both Tetrachloroethene (PCE) and cis-1,2-Dichloroethene (cis-1,2-DCE), were detected, but detections were below the KDHE Risk-Based Standards (RSK) for residential groundwater. Trichloroethene (TCE) was also detected in SB-3 at 0.0057 milligrams per liter (mg/L) which is above the KDHE RSK of 0.005 mg/L. The VOCs detected in groundwater at SB-3 are frequently associated with dry cleaning facilities that use PCE as a cleaning agent, and can also be associated with industrial and chemical processing. TCE and cis-1,2-DCE are often formed by the de-chlorination and break down of PCE. This suggests a potential off-site or historical PCE release that may be impacting groundw
