Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at the vacant property located on the southeast corner of the E Wall Street and S Main Street intersection in Fort Scott, Kansas. The BTA was conducted for Lowell Milken Center, a non-profit organization working with schools to teach respect and understanding by communicating stories about unsung heroes, on a property with environmental uncertainties proposed for acquisition and subsequent redevelopment into a new facility as well as creating a small park/greenspace. As the current property owner, the City of Fort Scott plans to donate the property to Lowell Milken Center and a Phase I environmental site assessment is necessary to fulfill the due diligence requirements prior to the transfer of ownership. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential petroleum and/or hazardous substance impacts to groundwater due to historical operations of two adjacent facilities, a former filling station and auto repair facility, prior to current environmental regulations. Due to the potential for subsurface impacts, a Phase II assessment was recommended. The Phase II investigation consisted of advancing six soil borings to a depth of approximately 7 to 9 feet (ft) below ground surface (bgs) where shallow limestone bedrock was encountered. Soil core samples were continuously obtained at 1 to 2 foot intervals and field screened for volatile contaminants using a photoionization detector (PID). Additionally, contingency soil samples were collected at depth from each boring and submitted to the laboratory for analysis. Temporary casings were installed in five of the six borings and left in place for five days for collection of groundwater samples. However, due to low yield only two groundwater samples were able to be collected from SB-2 and SB-6. Contingency soil and groundwater samples were submitted to the laboratory for volatile organic compounds (VOCs), total petroleum hydrocarbon (TPH) diesel range organics (DRO), and TPH gasoline range organics (GRO) analysis. Results of the Phase II investigation indicated all 21 field screened soil samples were below field detection limits (<1.0 parts per million). Low levels of TPH DRO were detected in two (SB-3 and SB-4) of the six soil samples at levels, 18.6 and 14 milligrams per kilogram (mg/kg), below the KDHE Risk-Based Standards (RSK) residential soil level of 2,000 mg/kg. TPH DRO was also detected in the groundwater samples collected from SB-2 and SB-6 but at concentrations, 0.20 and 0.29 milligrams per liter (mg/L), respectively, below the KDHE RSK residential level of 0.50 mg/L. No VOC or TPH GRO contaminants were detected above laboratory reporting limits in any of the soil or groundwater samples. Based on the data presented in the Phase II investigation report, low-level petroleum impacts identified on the BTA property are below the most stringent residential KDHE RSK cleanup standards and do not suggest a significant exposure risk or existing contaminant source in connection with the BTA Property. Further investigation is not warranted and the property is cleared for redevelopment.

Former Use: From approximately 1884 to 1959, the site was developed and buildings were used for retail/commercial purposes. From 1959 to 2005, the buildings were used for commercial and possibly residential purposes. The historic buildings were destroyed in a 2005 fire and were soon after demolished. The site is currently vacant greenspace The site consists of three parcels currently owned by the city of Fort Scott since 2005-2006. Previous owners of the three parcels consists of Casterlock Holdings, C & D Properties, Inc., and the Leek Family Trust. The City of Fort Scott plans to donate the property to the Lowell Milken Center non-profit organization.
