The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) on approximately 12.5 acres of vacant, wooded riverfront property located west of Highway 69 and north of the railroad right-of-way in Fort Scott, Kansas. The BTA was conducted for the Fort Scott/Bourbon County Riverfront Authority (Riverfront Authority) through the KDHE Coalition Assessment Grant # BF 97741501 � hazardous substance funding. These 12.5 acres of land were part of a much larger area assessed in 2008, however, an updated Phase I environmental site assessment was necessary to support current redevelopment efforts. In particular, the Riverfront Authority has secured funding to develop several acres of land adjacent to the Marmaton River into a Riverfront Park with walking and biking trails, gardens, public use spaces, etc. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances associated with the lack of information on the developed properties between 1884 and 1893 and the possible dumping or placement of fill materials during the mid-1950�s. Due to the potential for impacts to soil and/or groundwater, a Phase II Assessment was completed in April and May, 2014. The Phase II Assessment consisted of sample collection from 4 test pits and one collocated soil/groundwater boring. Five soil samples and one groundwater sample were submitted to the laboratory for Resource Conservation and Recovery Act (RCRA) metals, polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), total petroleum hydrocarbons (TPH) diesel range organics (DRO) and TPH gasoline range organics (GRO) analysis. Based on the results of the laboratory data, lead was detected in the soil at Test Pit #8 at a concentration of 730 milligrams per kilogram (mg/kg), which exceeds the KDHE Risk-Based Standards for Kansas (RSK) residential level of 400 mg/kg. Barium was detected in the groundwater but at a concentration below the KDHE RSK residential level. No other contaminants of concern were detected in the soil or groundwater samples above KDHE RSK levels. The lead-impacted soil correlates with fill material encountered at Test Pit #8. Similar to other areas along the Riverfront, a of topsoil and vegetation exists on top of the fill material providing a barrier that reduces the risk of exposure through dermal contact and ingestion. Considering current and future use of this property as a park, which will include maintenance of vegetated areas and pedestrian paths, and given the Riverfront Authority�s intent to place deed restrictions on all riverfront properties limiting use to recreational/park only, further action is not warranted through the Brownfields Program and the property is cleared for redevelopment.

Former Use: (1884-1893) land with apparent roads, (1957) apparent grading/ dumping on northern portion (1958-2010) vacant land with unimproved road, currently 12.5 acres of tree covered land. The property includes 6 parcels and property ownership is currently the City of Fort Scott and the Fort Scott BB Co. Riverfront.
