The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) on approximately 6 acres of vacant, wooded riverfront property located east of Highway 69 and south of Marmaton River in Fort Scott, Kansas. The BTA was conducted for the Fort Scott/Bourbon County Riverfront Authority (Riverfront Authority) through the KDHE Coalition Assessment Grant # BF 97741501 � hazardous substance funding. The property is owned by City of Fort Scott and is being considered for redevelopment as part of the Riverfront Authority�s Riverfront Park redevelopment project. Prior to commencing redevelopment activities, a brownfields assessment was needed to evaluate the environmental conditions of the property. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances associated with the lack of information on the developed properties between 1884 and 1893 and the possible dumping or placement of fill materials during the mid-1950�s. Due to the potential for impacts to soil and/or groundwater, a Phase II assessment was conducted in April and May, 2014. The Phase II consisted of soil and groundwater sample collection from 3 Test Pits and 2 soil borings installed with temporary casing. Six soil samples and two groundwater samples were submitted to the laboratory for Resource Conservation and Recovery Act (RCRA) metals, polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), total petroleum hydrocarbons (TPH) diesel range organics (DRO) and TPH gasoline range organics (GRO) analysis. Soil results detected lead at a concentration of 770 milligrams per kilogram (mg/kg), which exceeds the KDHE Risk-Based Standards (RSK) of 400 mg/kg. Chromium was also detected in the soil at Test Pit #10 and Test Pit #12 at a concentration of 41 mg/kg and 58 mg/kg respectively, which are both above the KDHE RSK residential level of 33.6 mg/kg. Benzo(a)pyrene was also detected in the soil at a concentration of 2.9 mg/kg, which exceeds the KDHE RSK of 1.09 mg/kg. No other contaminants of concern were detected in the soil samples above KDHE RSK levels. A Background Soil Level Investigation was also completed and consisted of surface and subsurface sample collection from six soil borings throughout the Fort Scott area. This Investigation determined that the background concentration for chromium is 29.2 mg/kg, and the chromium detections found at BTA #5 do no exceed 3X thhis background concentrations and do not constitute a release under CERCLA. Arsenic was detected in the groundwater sample at boring B7 at a concentration of 0.024 milligrams per liter (mg/L), which is above the KDHE RSK residential level of 0.01 mg/L. A Groundwater Potability Assessment was completed (report dated June 3, 2014) in the vicinity as part of the Phase II assessment activities. Based on the findings, the estimated yield for the shallow groundwater aquifer is 3.4 to 5.8 gallons per day (gpd). In accordance with KDHE BER Policy BER-RS-045 Considerations for Groundwater Use and Applying RSK Standards to Contaminated Groundwater, the first groundwater aquifer located in the vicinity of the riverfront is low yielding (i.e., less than 150 gpd), and is not considered to be a potable aquifer. The lead and benzo(a)pyrene-impacted soil correlate with fill material encountered at Test Pit #10 and #12. These Test Pits are located within the former Fort Scott City Dump #1 area, which was addressed in 1999 through the KDHE Bureau of Waste Management (BWM) City Dump Program. The former dump was covered including 6 to 8 inches of clean topsoil, graded, placement of rip-rap in certain areas to allow for proper drainage and prevent washout, and vegetated. The former Fort Scott City Dump #1 Site is inspected every five years by KDHE BWM personnel.
