The KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) for Riggin & Company Real Estate, with support from Hutchinson/Reno County Chamber of Commerce, to fulfill the due diligence requirements prior to an upcoming property transaction and subsequent redevelopment. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances and/or petroleum products associated with the historical use of the property as a modular home manufacturing facility and potential releases into the trench drains and septic system located on the property and the Hutchinson Air Base Industrial Tract (HABIT) Site, located upgradient of the property, with a known chlorinated groundwater contaminant plume. Two groundwater monitoring wells are located on the brownfields property and are sampled as part of the groundwater monitoring program for the HABIT Site. Based on the data collected to date, groundwater contamination associated with the HABIT plume has impacted groundwater quality on the brownfields property. It is worthy to note, based on the groundwater data, potential contaminants of concern associated with historical operations on the brownfields property have not been identified. However, a Phase II assessment was completed in March 2014 to evaluate potential on-site impacts to soil and vapor migration from the existing groundwater impacts. During the Phase II investigation, five soil samples and three groundwter samples were collected using direct-push technology and submitted for laboratory analysis of volatile organic compounds (VOCs). No VOC constituents were detected above laboratory reporting limits in any of the soil samples analyzed. Carbon tetrachloride, chloroform, and trichloroethene (TCE) were detected in two of the three groundwater samples with the concetnration of carbon tetrachloride above the KDHE Risk Based Standards (RSK) level. Based on results of the Phase II investigation, the elevated levels of carbon tetrachloride detected in the groundwater on the subject property are related to the HABIT groundwater contaminant plume not indicative of a release on the property. Groundwater conditions will continue to be monitored as part of the HABIT Site current groundwater monitoring program, and therefore, further investigation is not warranted and the property is cleared for redevelopment.
