Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) on the eastern riverbank of the Neosho River located north and south of the Main Street Bridge in Council Grove, Morris County, Kansas. The BTA was conducted for the City, who plans to redevelop the property into a recreational area by extending the current river walk path. Based on the Phase I report, Recognized Environmental Conditions (RECs) were identified as the potential impacts to groundwater from petroleum products associated with several neighboring properties including two existing gas stations and a former auto sales and filling station. The two existing gas stations are currently being monitored through the KDHE Storage Tank Section, and, based on the monitoring data to date, migration of the groundwater contaminant plume does not extend beneath the brownfields property. Therefore, no further assessment is recommended relating to these facilities. Potential releases of petroleum contaminants from the former auto sales and filling station, historically located at the northwest corner of Union Street and Main Street, were also identified as a REC. It is currently unknown if historical uses of this adjacent property have resulted in impacts to soil and/or groundwater and a Phase II assessment is recommended to evaluate groundwater conditions on the brownfields property. As no other RECs were identified during the Phase I that would hinder the proposed future use as a recreational area, KDHE hereby clears this property for redevelopment.

Former Use: 1887-2000 property is undeveloped greenspace. Current property owner is the City of Council Grove.
