Additional Property Attributes

This is a very large site. The property is 8 acres, almost entirely covered by buildings, pavement and railroad tracks. The building itself is approximately 600,000 square feet composed of 18 connected structures. The costs for hazardous materials survey, although substantial, were actually less than expected. The survey process was aided substantially by a property owner's representative with extensive knowledge of the history of the building and operations. In addition to the large size of the site and hazardous building materials survey costs, investigation costs were also driven up by the need to conduct supplemental investigation related to soil and grounwater VOC contamination. Past uses of the facility included container manufacturing by the present property owner. In 2008, that owner, American Can/Silgan Manufacturing conducted some remedial activities and received a no further action letter from the Minnesota Pollution Control Agency (MPCA) for the soil solvent plume in 2008. Based on very high initial vapor readings within the structure, EPA funds were used to conduct Tier 3 sampling and inspection for intrusion pathways. Tier 3 sampling confirmed vapor concentrations, but additional investigation was not able to identify a clear intrusion pathway.

Former Use: Property is large, with an approximately 470,000 square foot building. The property was in use as a can manufacturing facility from 1939 to 2007. It is located in an industrial area and adjacent to a short line railroad. A large solvent plume exists on the property.
