KDHE conducted a Phase I Brownfields Targeted Assessment (BTA) at the former Sumner School historic site for the Ward Meade Neighborhood Improvement Association which has plans to renovate and restore the historic school building and surrounding property for local community uses. Prior to commencing redevelopment activities, a brownfields assessment was needed to evaluate the environmental conditions of the property. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of petroleum contaminants associated with the historic use of an underground storage tank located on site. Due to the potential for soil and/or groundwater impacts, a Phase II assessment was recommended. An asbestos and lead-based paint (LBP) survey was also conducted on the former school building as additional scopes outside of the ASTM 1527-13 Phase I assessment. Asbestos containing material (ACM) and LBP were identified in the building and will need to be properly addressed prior to any renovation and/or demolition activities. The applicant has been advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. Phase II field activities were completed on July 30, 2014, and consisted of six collocated soil/groundwater borings. A potential underground storage tank (UST) vent pipe was seen during field activities along the southeast of the building, and borings were concentrated in this area. Boring depth refusal ranged from 14.5 to 16 feet (ft) below ground surface (bgs). Ten soil samples including one duplicate were collected, and the lack of shallow groundwater hindered the collection of groundwater samples. Soil samples were analyzed for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO), and TPH Diesel Range Organics (DRO). The location of the former UST was identified in borings DP-3 and DP-6 by the presence of infill sand from 2 to 7.5 ft and 2 to 9 ft bgs, respectively. No contaminants were detected above laboratory detection limits in any of the submitted soil samples. Based on results of the Phase II investigation, no environmental concerns were identified that would hinder redevelopment. No further action is warranted under the Brownfields Program and the property is hereby cleared for redevelopment.
