Additional Property Attributes

A Phase I Environmental Site Assessment (ESA) for the 1325 Tracy site (Property) noted six Recognized Environmental Conditions (RECs), all for off-site properties (no RECs for the Property). These RECs included an active dry cleaner with an unresolved spill issue and several nearby drycleaners with unknown status, an active plating facility with 12 above ground storage tanks containing hazardous substances of unknown status, two nearby leaking underground storage tank (UST) sites, and several USTs of unknown status on an adjacent property. The Property structure of 1990s construction was noted as in good condition. The Phase II ESA findings indicated that contaminants were likely associated with off-site sources, specifically solvents and metals detected in excess of the Missouri Risk-Based Corrective Action (MRBCA) Departmental Default Target Levels (DTLs) in the groundwater samples collected from the Property. However, dissolved metals were detected at concentrations below the DTLs and the Risk-Based Target Levels (RBTLs). Additionally, metals (arsenic, lead, and cadmium) were found at concentrations exceeding the DTLs and RBTLs in the surface soil samples collected primarily at the northern and eastern portions of the Property. A supplemental surface soil investigation was conducted and confirmed the presence of arsenic and lead that exceeded the DTL at all sample locations. Arsenic exceeded the non-residential RBTL at three of the sample locations and lead at one location. Based upon the results of the investigations, a Tier 1 risk assessment was conducted to evaluate the relative risk at the Property. The Tier 1 MRBCA analysis indicated that surface soil arsenic was the only Contaminant of Concern (COC) that exceeded the MRBCA Tier 1 RBTLs for Non-residential Land Use and Construction Worker. The spatial distribution of the surface soil arsenic appears to show the the concentrations are fairly uniform across the Property; this may represent a local anthropogenic background that may be due to historical operations in proximity to the Property. To address this Tier 1 finding, three options are available, Including 1) Construct an engineered control (concrete cap) and implement an Activity and Use Limitation (AUL); 2) Conduct a Tier 2 Risk Assessment; or 3) Perform corrective action (remedial) measures to clean up the Property to the Tier 1 RBTL (e.g. excavation and backfill). As it is unlikely that the Tier 2 would yield a new target level for arsenic, along with the likelihood that isolated soil removal action would remove the uniform distribution of arsenic contaminated surface soil, the owner prefers to construct an engineered control (barrier; e.g. concrete) over the affected areas. As of the date of this entry (2/18/15), the owner cannot afford the cost of the barrier. The Joe's Datacenter site will be considered for a loan opportunity under the Supplemental Revolving Loan Fund (RLF).

Former Use: The Property consists of approximately 0.35 acres of land developed with a parking lot on its west perimeter, a 14,000 square foot two-story glass and stucco structure in the center, a right-of-way on its southern edge and a strip of land on its eastern edge. The Property use was undeveloped from the 1930s until 1990. The former owner of the Property (MG Development) purchased the Property in 1990 and constructed a building utilized as a glass manufacturer known as 'My Glass'. The current owner, Joe's Datacenter, LLC, purchased the Property in September 2013 for business expansion and use as a provider of IT services.
