Additional Property Attributes

The Site building and property has been vacant since 2008 when Valley-Wide moved its facility to another location. Costilla County has plans to demolish the existing Site building in preparation for redeveloping the Site as a much needed new county jail and sheriff�s office complex. The Phase I ESA did not identiy any RECs in connection with the Site. However, the Phase II activities (i.e., an asbestos and lead-based paint survey) indicated that there is asbestos containing building materials present in the building that will need to be abated proprely prior to demolishing the Site building. Costilla County plans to accept donation of the property in potentially March 2016. Costilla County indicated that they are very likely to obtain DOLA funding with a 75% grant / 25% match to do the asbestos abatement of the old clinic. It is not final yet, but they have had numerous discussions with DOLA and have said it looks very promising.

Former Use: The Site is currently an abandoned and unoccupied building that formerly housed the Valley-Wide Health Clinic from 1957 to 2008. The Site has been vacant since 2008. An oval-shaped gravel driveway area that leads to the Site building is located on the western and central portions of the parcel, with the remainder of the property covered with grassland and shrubs. The Site building contains four separate areas: a medical clinic, a dental clinic, two apartments/living quarters for traveling practitioners, including the Director�s Office, and a sub-grade basement. The Site building includes approximately 8,998 square feet of interior floor space, with an additional 1,000 square foot basement. Concrete footings, where a detached four-car garage was once located, are situated to the northeast of the Site building. The Site was deeded to the Costilla County Health Association (current owner of the Site) on October 4, 1949, and has been developed since 1957, with the construction of the former Valley-Wide Health Clinic facility. A four-car garage was constructed to the north/northeast of the Site building in 1962, with a living quarters wing for traveling doctors constructed in 1963. The dental clinic portion of the original building was remodeled in the mid-1990s, while the garage was demolished in approximately 2005. The property has been vacant since 2008.
