The Kansas Department of Health and Environment (KDHE) conducted a combined Phase I and Phase II Brownfields Targeted Assessment (BTA) on a 0.44 acre property with environmental uncertainties located at 301 W North Street in Lincoln, KS. The BTA, funded through the KDHE Coalition Assessment Grant # BF 97741501 � petroleum funding, was conducted for a prospective purchase, with City support, to fulfill the due diligence requirement for a pending property transaction. Based on the Phase I findings, �Recognized Environmental Conditions� (RECs) were identified as potential releases of petroleum products associated with historical use of the property as a gas station and maintenance shop from 1937 to 2009. Due to the potential for impacts to soil and/or groundwater, a Phase II assessment was conducted. The Phase II limited site investigation was performed on June 23 and 24, 2014, and consisted of advancing eight soil borings using direct-push technology. Each soil boring was advanced to refusal generally encountered at 9 to 11 feet (ft) below ground surface (bgs). Each soil core was visually screened and logged and soil samples were collected from one or two-foot intervals for in-field headspace screening using a photoionization detector (PID). Select soil samples from each boring were also submitted to an off-site laboratory; however, due to insignificant PID results, the soil samples from locations SB-1 and SB-8 were not submitted. Following soil sample collection, each boring was completed with temporary casing and left in place approximately 24 hours for collection of groundwater samples. Each temporary casing was gauged, sampled, and subsequently plugged. All soil and groundwater samples submitted to the laboratory were analyzed for volatile organic compound (VOC), total petroleum hydrocarbon (TPH) gasoline range organics (GRO), and TPH diesel range organics (DRO). Results of the Phase II identified petroleum contaminants in the soil near refusal depths in four of the six soil samples submitted for analysis. The concentration of TPH GRO, 630 milligrams per kilogram (mg/kg), detected in soil sample SB-5 (8-9 ft) exceeds the KDHE Risk-Based Standards (RSK) soil-to-groundwater and soil residential and non-residential levels of 79.3 mg/kg and 220 and 450 mg/kg, respectively. Additional TPH GRO detections observed in the soil did not exceed applicable KDHE RSK levels. No other analyzed constituents were detected in any of the soil samples above KDHE RSK levels. Based on the laboratory results, TPH GRO, TPH DRO, and various petroleum-related VOCs were detected in five of the eight groundwater samples submitted for laboratory analysis. The reported levels of TPH GRO, Total DRO, benzene, n-butylbenzene, and naphthalene are above their respective residential and non-residential KDHE RSK levels. The reported concentrations for sec-butylbenzene and 1,2,4-trimethylbenzene exceed the residential KDHE RSK levels but are below the non-residential levels. Based on results of the combined Phase I/II BTA, the Jensen Oil BTA property represents an inactive service station with known petroleum storage tanks and documented petroleum impacts above KDHE regulatory standards. As such, this property was referred to the KDHE Storage Tank Section for further evaluation. Subsequently, as documented in the Buried Tank Leak Assessment (BTLA) Report dated July 21, 2014, two 3,000 gallon USTs, associated product lines and pump island were removed from the property with oversight provided by the KDHE North Central District Office personnel. During the July 21, 2014 tank removal activities, minor soil contamination was observed under the plastic liner that had been installed beneath the USTs. This soil contamination was attributed to a previous release from old tanks that had been removed and replaced in 1989.
