Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) on a 0.4 acre vacant lot in Chanute, Kansas. The BTA was conducted for the City of Chanute through the KDHE Coalition Assessment Grant # BF 97741501 � hazardous substance funding. The City plans to purchase the property and redevelop for commercial purposes. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances and/or petroleum products associated with the historical use of the property as an automobile repair shop, and the historical use of the west-adjacent and north-adjacent properties as automobile repair shops. Due to the potential for soil and groundwater impacts, a Phase II assessment was recommended. The Phase II BTA was completed in December 2014, and consisted of five collocated soil/ groundwater borings. Nine soil samples, including one duplicate, were collected from the borings, which consisted of two samples from each boring, with the exception of boring B-4 and B-5 where only one sample was collected. Due to a shallow refusal depth of seven to nine feet below ground surface to limestone and sandstone bedrock, groundwater did not readily enter the borings and no groundwater samples were collected. All soil samples were analyzed for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO), and TPH Diesel Range Organics (DRO). In soil sample B-3 (2.5-3.5 feet), 1,2,4-trimethylbenzene was detected at 2.07 milligrams per kilogram (mg/kg), which exceeds the KDHE Risk-Based Standard for Kansas (RSK) soil to groundwater pathway residential level of 1.07 mg/kg. TPH GRO was also detected in this sample at a concentration of 185 mg/kg, which is above the KDHE RSK residential level of 79.3 mg/kg for the soil to groundwater pathway. Additionally, VOCs, TPH GRO, and TPH DRO were detected in several other soil samples, but all detections were well below their respective KDHE RSK residential levels. The property was used as an automobile repair shop from 1945 to 1956, and the soil contamination identified in B-3 (2.5-3.5 feet) can likely be attributed to these historical operations. The shallow soil sample at B-3 displayed concentrations above the residential soil to groundwater pathway level for 1,2,4-trimethylbenzene and TPH GRO; however, the contamination does not appear to be migrating to groundwater as the deeper soil sample collected from B-3 (6.5-7.5 feet) did not contain any contaminants of concern above KDHE RSK residential levels. Also, the property is connected to the City Public Water Supply and there is minimal concern for potential groundwater contaminants to impact private wells at the property. The identified soil contamination is limited to shallow soil, localized, and does not appear to be migrating off-site, since additional samples collected at depth and laterally did not exceed KDHE RSK levels. Further, while the elevated soil detections were above KDHE RSK residential soil to groundwater levels, they did not exceed non-residential soil to groundwater levels or residential soil pathway levels. Based on the data collected during the Phase II BTA and considering the proposed future use as a commercial property, the petroleum impacts identified at B-3 are localized and do not pose an immediate significant health risk. Notwithstanding, KDHE recommends best management practices be employed if petroleum-impacted soil is encountered during property redevelopment activities. Further investigation under the Brownfields Program is not warranted at this time and the property is cleared for redevelopment.
