Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 128 S. Main in Ottawa, Kansas. The BTA was completed for the SWAN Arts Foundation Not-For-Profit organization through the KDHE Coalition Assessment Grant # BF 97741501 � hazardous substance funding. The SWAN Arts Foundation intends to purchase the property, along with the north-adjoining property at 124 S. Main, for redevelopment into a non-profit hub including a coffee shop, gallery, event space, classrooms, offices and a prep kitchen. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential hazardous substances associated with the east-adjoining property and its historical use as a dry cleaning facility known as "Royal Cleaners". Due to the potential for groundwater impacts at the BTA site, a Phase II Assessment was recommended. A NESHAP Asbestos Survey, limited Mold Survey, and Lead Based Paint (LBP) Survey were also conducted on the building located on the property, as additional scopes outside of the ASTM 1527-13 Phase I Assessment. Asbestos-containing material (ACM) was identified in the building within the floor tile, wall plaster, pipe wrap, and cement window panels. Abatement of these ACM will likely be required prior to renovation and/or demolition activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. Results of the mold investigation indicate visible mold growth and tape-lift samples confirmed the presence of mold throughout the building. Lastly, the Lead Based Paint Survey indicated LBP covering interior areas of the ceiling, walls, trim, stairs, and door jambs. The applicant will be advised to refer to the Asbestos/LBP/Mold Report for recommendations in regards to the identified mold and LBP. The Phase II BTA was completed in January 2015, and was carried out in conjunction with the Phase II completed at 124 South Main (C3-030-73148). Four total borings were proposed within the project area, including two at 124 South Main and two at 128 South Main. Borings P-1 and P-2 were advanced as proposed at the vacant lot on 124 South Main; however, the two borings proposed at 128 South Main were not feasible due to the location of north to south running utilities on both the east and west sides of the property. Due to these utility locations, boring P-3, which was originally proposed at 128 South Main was moved to the center of 124 South Main, and boring P-4 was not completed. With an inferred groundwater flow direction to the north, the groundwater borings completed at 124 South Main are considered to be downgradient of the 128 South Main property and both properties are cross-gradient from the Royal Cleaners site. Based on the inferred groundwater flow direction, samples collected are considered representative of the groundwater quality under both properties. Four Groundwater samples, including one duplicate, were collected from the borings and analyzed for Volatile Organic Compounds (VOCs). Toluene was detected in all of the collected groundwater samples and detections ranged from 1.3 micrograms per liter (�g/L) to 1.7 �g/L, which are well below the KDHE Risk-Based Standards (RSK) residential level of 1000 �g/L. No other VOCs were detected above laboratory reporting limits in any of the collected groundwater samples. In addition, no VOCs were detected above laboratory reporting limits in the trip blank submitted. Based on the Phase II BTA, no contaminants of concern exist in the groundwater at levels exceeding the KDHE RSK standards, and the property is cleared for redevelopment.
