Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) for the vacant lot located at 124 S. Main in Ottawa, Kansas. The BTA was completed for the SWAN Arts Foundation Not-For-Profit organization through the KDHE Coalition Assessment Grant # BF 97741501 � hazardous substance funding. The SWAN Arts Foundation intends to purchase the property, along with the south-adjoining property at 128 S. Main, for redevelopment into a non-profit hub including a coffee shop, gallery, event space, classrooms, offices and a prep kitchen. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as potential hazardous substances associated with the east-adjoining property and its historical use as a dry cleaning facility known as "Royal Cleaners". Due to the potential for groundwater impacts at the BTA site, a Phase II Assessment was recommended. The Phase II BTA was completed in January 2015, and was carried out in conjunction with the Phase II completed at 128 South Main (C3-030-73144). Three borings were advanced at the property and four groundwater samples, including one duplicate, were collected. Groundwater samples were analyzed for Volatile Organic Compounds (VOCs). Toluene was detected in all of the collected groundwater samples and detections ranged from 1.3 micrograms per liter (�g/L) to 1.7 �g/L, which are well below the KDHE Risk-Based Standards (RSK) residential level of 1000 �g/L. No other VOCs were detected above laboratory reporting limits in any of the collected groundwater samples. In addition, no VOCs were detected above laboratory reporting limits in the trip blank submitted. Based on the Phase II BTA, no contaminants of concern exist in the groundwater at levels exceeding the KDHE RSK standards, and the property is cleared for redevelopment.

Former Use: Property was developed prior to 1884 and the former site building was constructed in the 1860s. Property was used througout the 1900s for commercial stores and shops. The building was demolished in 2012 and the site is now a vacant lot. Current owner is Richard Wright, who obtained the property in 2012 from Cross First Bank. Previous owners include various private individuals.
