Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 400 E 4th Street in Coffeyville, Kansas. The BTA was completed for the City of Coffeyville, who intends to purchase the property and redevelop for industrial purposes. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified in connection with the BTA property as potential hazardous substances and petroleum products related to: historical use at the property for smelting activities since at least the 1900s, handling of used engine blocks, and use of coal, gas, and coke as fuel; the presence of a 500 gallon aboveground storage tank of unknown use, and a hazardous materials storage locker of unknown use; the presence of an 18 square foot stain in the plaster cast knockout room in the northwest portion of the building; the presence of a sink that discharges directly to the ground on the northwest of the building; and the west-adjoining property (Clough Oil Company) has been used for bulk oil storage since the early 1900s, and a spill was documented in 2005. Due to these identified RECs and the potential for soil and/or groundwater impacts, a Phase II Assessment was recommended. A NESHAP Asbestos Survey was also conducted on the building located at the property, as an additional scope outside of the ASTM 1527-13 Phase I Assessment. Asbestos-containing material (ACM) was identified and abatement will likely be required prior to renovation and/or demolition activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. The Phase II field work was completed in January 2015 and consisted of eight collocated soil and groundwater borings. A total of nine soil and nine groundwater samples, including duplicates, were collected from the borings. All samples were analyzed for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO), TPH Diesel Range Organics (DRO), and Resource Conservation and Recovery Act (RCRA) eight metals. TPH DRO was detected above the laboratory detection limit in all of the collected groundwater samples except for location MW-8. Concentrations of TPH DRO in groundwater ranged from 0.61 milligrams per liter (mg/L) to 4.4 mg/L, which exceed the KDHE Risk-Based Standards for Kansas (RSK) residential level of 0.5 mg/L. No other contaminants of concern (COCs) were detected in the collected groundwater samples above their respective KDHE RSK levels. TPH GRO was detected in soil sample SB-4 (1-2 ft) at a concentration of 130 milligrams per kilogram (mg/kg), which exceeds the KDHE RSK non-residential soil to groundwater pathway of 79.3 mg/kg, but is below the residential soil pathway of 220 mg/kg. No other samples detected TPH GRO above laboratory reporting limits. TPH DRO was detected in soil sample SB-6 (0.5-1.5 ft) at a concentration of 5,960 mg/kg, which exceeds the KDHE RSK residential level of 2000 mg/kg. TPH DRO was detected in additional soil samples, but all concentrations were below the KDHE RSK residential level. Lead was also detected in SB-6 (0.5-1.5 ft) at a concentration of 549 mg/kg, which is above the KDHE RSK residential level of 400 mg/kg. Various other metals were detected in the collected soil samples, but all concentrations were below their respective KDHE RSK levels. Soil has been impacted at the property above KDHE RSK levels by TPH DRO and lead in the drum storage area sampled from SB-6, and by TPH GRO in the northwest corner of the building sampled from SB-4. Groundwater has also been impacted by TPH DRO at the property above KDHE RSK residential levels. Based on the Phase II sampling data, it is likely that a release has occurred at the property. The findings found herein will be referred to the Voluntary Cleanup Program for further investigation and/ or cleanup.
