Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase II Brownfields Targeted Assessment (BTA) at 505 West Highway 36 in St. Francis, Kansas. The Phase II BTA was completed for a private entity (Jason Horowitz) with support from the City of St. Francis to evaluate �Recognized Environmental Conditions� (RECs) that were identified during the Phase I BTA. The RECs were identified as potential petroleum products related to the historical leaking underground storage tank (LUST) status of the property. Two tanks were removed from the property in 1990 through the KDHE Storage Tanks Program, along with approximately 250,000 cubic feet of petroleum-impacted soil. The buried tank leak assessment (BTLA) that was compiled during this tank removal indicated contaminated soils were left in-place and groundwater was not sampled. Due to the potential for petroleum impacts to soil and/ or groundwater at the property, a Phase II was completed in March 2015. The Phase II field work consisted of eleven direct-push borings, where 16 soil samples and two groundwater samples, including duplicates were collected. Four groundwater samples were proposed for collection and temporary piezometers were left in place for 12 hours, but three of the groundwater borings did not yield enough water for sample collection, and soil samples were collected instead. Refusal depths ranged from 22 to 40 feet below ground surface. All of the soil and groundwater samples collected were analyzed for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO), and TPH Diesel Range Organics (DRO). TPH DRO was detected in the soil at P-2 (0-3 feet) and P-5 (0-3 feet) at a concentration of 34.8 milligrams per kilogram (mg/kg) and 16.3 mg/kg, respectively, but these concentrations do not exceed the KDHE Risk-Based Standards for Kansas residential level of 2000 mg/kg. No other contaminants of concern (COCs) were detected in the remaining soil samples above the laboratory detection limit. TPH DRO was also detected in the groundwater sample at P-8 at a concentration of 0.43 milligrams per liter (mg/L), which is below the KDHE RSK residential level of 0.5 mg/L. No other COCs were detected above the laboratory reporting limits in the groundwater sample collected at the BTA site. No soil or groundwater samples collected at the BTA site detected COCs above the KDHE RSK levels. Based on the Phase II sampling data, soil and groundwater have not been adversely impacted at the BTA property, and the property is cleared for redevelopment. Notwithstanding, best management practices should be adhered to if contamination is found during excavation and/ or redevelopment.

Former Use: Property has been developed since at least 1978 as a gas station. Gas station was later converted to Terry's Chuckwagon Restaurant. At the time of the assessment the on-site building was vacant/ unused. Currently the property is owned by a private individual: Patricia Rose.
