As part of the Due Care obligations regarding the known onsite contamination, completion of a Constructability Assessment to identify site specific building conditions which may require specific design approaches/components and an SSD Pilot Test was completed. The purpose of the system is to depressurize the atmosphere beneath the concrete slab of the subject building and maintain a greater pressure within the subject building that would prevent soil gas from entering the building and vent any soil gas beneath the concrete slab outside of the building. On October 20, 2020, PM completed a site inspection, and on January 12, 2021, PM conducted an SSD pilot test to determine the feasibility of an SSD system as a vapor mitigation remedy. Based on the SSD pilot test, the results, an SSD system is a technically feasible mitigation strategy to prevent vapor intrusion into the subject building and is recommended.

Additional Property Attributes

The vacant former gas station will be redeveloped into a new restaurant. Former Use: The subject property consists of four parcels totaling approximately .36 acres, and is located on the southwest corner of the intersection of South Washington Avenue and Elm Street in Lansing, Michigan. The subject property is occupied by a 1,813 square foot commercial building with associated paved parking and driveways and grass/vegetation covered areas. Standard and other historical sources were able to document a residential dwelling was present in the eastern portion in at least 1898. The former dwelling was demolished by 1925. The current building was constructed between 1921 and 1925 and operated as a gasoline service station from at last 1925 to the 1960s. Gasoline dispensing operations ceased in 1960 and the property operated as an automotive service business until 2000. Operations included automotive detailing from 2000 to 2004, personal storage from 2004 to 2014, and has been vacant or undergoing renovations with no business operations since 2014. Two former dwellings were constructed on the western portion between 1908 and 1913 and were demolished between 1975 and 1990. This portion of the property has been surface parking since that time.
