Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 2461 Centennial Rd. in Salina, Kansas. The BTA was completed for the Salina Airport Authority (SAA), who is the current owner and intends to sell or lease the property to a prospective purchaser. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified in connection with the BTA property as potential hazardous substances and/ or petroleum products due to the: historical use of the BTA property for petroleum storage since the 1942, and the 1996-1998 investigation by the U.S. Army Corps of Engineers (USACE), which included soil and groundwater sampling at the BTA site. During this investigation, Benzene, Toluene, Ethylbenzene, and Xylenes (BTEX) were detected in the groundwater, but concentrations were below the KDHE Risk-Based Standards for Kansas (RSK) levels; active Schilling Air Force Base site (C5-085-03013) and the potential for trichloroethylene (TCE) plume migration onto the BTA site; and the southwest-adjacent Salina Airport Authority V site (C5-085-72817) and the detections of Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO) and TCE in the groundwater above the KDHE RSK levels found during a Phase II BTA in 2011. The BTA property was owned by the U.S. government from 1942 to 1965, and three aboveground storage tanks (ASTs) were used for aviation fuel storage during this time. The SAA took ownership of the property in 1967, and the storage tanks were out of use from 1967 to 1985. In 1985, the property was used for fertilizer storage and this use continues today, although one of the ASTs was removed from the property in 2013. During the USACE investigation in 1996-1998 at the BTA site, metals, methylene chloride, carbon disulfide were discovered in the soil and BTEX and 1,1-Dichloroethane were detected in the groundwater, but concentrations were below their respective KDHE RSK levels. Although these previous groundwater BTEX detections are below regulatory levels, a Phase II BTA may be necessary to identify if the BTA site has been impacted by these historical petroleum storage operations. The Schilling Air Force Base site is currently enrolled in the KDHE State Cooperative Program for monitoring and remediation of the contaminant plumes including TCE; therefore, the TCE requires no additional investigation at this time through the Brownfields Program. The detections of TCE in groundwater at the SAA V site are likely related to the Schilling site, but the source of the TPH DRO detections in groundwater at SAA V is unknown. Because the TPH DRO was identified in the upgradient-west side of the SAA V site, it is likely that there is an off-site source to the west. In addition, the SAA V site is located upgradient from the BTA property and there is a potential for TPH DRO to migrate on to the BTA site. A Phase II BTA is recommended to assess the potential migration of TPH DRO identified at the SAA V site and also to assess if historical petroleum storage at the property has impacted on-site soil and groundwater. The Phase II BTA consisted of four soil borings and two groundwater borings. 10 soil and three groundwater samples (including QA/QC samples) were analyzed for TPH DRO, TPH GRO. The groundwater samples were also analyzed for VOCs. All subsurface soil samples detected TPH GRO at levels exceeding the KDHE Risk-Based Standards for Kansas (RSK) soil to groundwater level of 79.3 milligrams per kilogram (mg/kg) including: SB-1 (9 to 10 feet) at 1,930 mg/kg, SB-2 (5 to 6 feet) at 426 mg/kg, SB-3 (10 to 11 feet) at 435 mg/kg, and SB-4 (7 to 8 feet) at 270 mg/kg. TPH DRO was detected in all surface soil samples at concentrations ranging from 38 mg/kg to 236 mg/kg, but none exceeded the KDHE RSK residential level of 2,000 mg/kg.
