Additional Property Attributes

The Old Dump was an area used by the community for dumping of household and vegetation waste but was never officially recorded or managed as a landfill. It is unknown when people began dumping debris at the Old Dump. The Old Dump was deemed closed and covered by fill dirt in 1970. Dumping of vegetation continued after 1970 for a short period of time during which time Public Works would periodically burn the debris. The Old Dump is located on the southern portion of the current day, 82 acre, Buena Vista River Park. The northern portion of River Park includes a disc golf course, soccer, baseball, and softball fields, volleyball and basketball courts, picnic pavilions, restroom, and a river boat launch area. In 1970 the Old Dump site area was platted with survey work provided by Wright Engineering. The platted parcel crosses the Arkansas River. The Old Dump area did not include land on the east side of the Arkansas River. In 1977 the Town of Buena Vista pursued Land and Water Conservation Funds to develop River Park in which the Old Dump was identified as an area of issue. For reasons that are unknown, the Town of Buena Vista withdrew its request for Land and Water Conservation Funds in November of 1978. On or about 1989 the Town purchased seventy-seven acres of land to the north of the Old Dump site. The seventy seven acres coupled with the Old Dump site area makes up River Park. Also on or about 1989 the Town completed an addition to its Community Center building located on the far west side of the Old Dump area. In 1995 the Town completed a River Park Master Plan and continued work on recreational amenities (basketball and Volleyball Courts, Soccer Field, Restroom, and boat ramp) on the land to the north of the Old Dump. Nothing was developed on the area of the Old Dump. In the early 2000s a bicycle pump track was developed for public use on the Old Dump and in 2013 a dog park, consisting of two fenced areas, was developed for public use on the Old Dump. In addition, the Town allows for public parking on the Old Dump site to service the dog park, pump track, and overflow for summer rafting traffic.
