Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) located at the Gladden Homes development site at 803 Gardner in Dodge City, Kansas. The Phase I was conducted for the Dodge City/ Ford County Development Corporation, who intends to assist the property owner in the development of eight residential homes. The Rural Housing Incentive District (RHID) Program will be used as part of the redevelopment. The project area encompasses eight different parcels over approximately four acres of vacant land. For the purposes of the Phase I, all eight properties were included and evaluated in the Phase I report. Each property has been assigned a unique KDHE project code (C1-029-73227 and C1-029-73231 through C1-029-73237) for tracking purposes. Based on the Phase I Report, �Recognized Environmental Conditions� (RECs) were identified in connection with the BTA properties as the potential for hazardous substances and/ or petroleum products due to the soil staining identified in the 1999 assessment and the evident land scarring during the 2015 BTA. A Phase II was recommended to assess if soil and/ or groundwater has been impacted at the site. The Kansas Department of Health and Environment (KDHE) conducted a Phase II Brownfields Targeted Assessment (BTA) at 803 Gardner is Dodge City, Kansas. The BTA site includes eight parcels totaling four acres that are platted for residential use. The BTA was completed for the Dodge City/ Ford County Development Corporation, who intends to assist the current property owner in redeveloping into residential homes. A Phase I was completed through the Brownfields Program in June 2015, which identified Recognized Environmental Conditions (RECs) as potential petroleum products and/ or hazardous substances due to soil staining identified in a 1999 Phase I, and evident land scarring during the recent 2015 Phase I BTA site reconnaissance. Due to these identified RECs, a Phase II was completed through the Brownfields Program in September 2015. The Phase II consisted of eight soil borings down to 16 feet (ft) below ground surface (bgs) and two groundwater borings to a depth of 54 ft bgs in GW-1 and 66 ft bgs in GW-2. One surface soil sample was collected from each boring, and a subsurface sample was also collected from SB-1 and SB-8, for a total of 11 soil samples (including a duplicate). Soil samples were analyzed for Resource Conservation and Recovery Act (RCRA) metals, Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO), and TPH Diesel Range Organics (DRO). Temporary screens were placed in the groundwater borings, but low yield inhibited the collection of groundwater samples. Metals including arsenic, barium, chromium, and lead were detected in various soil samples at the BTA site, but no concentrations exceeded their respective KDHE Risk-Based Standards for Kansas (RSK) levels. TPH DRO was detected in SB-7 (1 to 3 ft bgs) at 12.9 milligrams per kilogram (mg/kg), but this is well below the KDHE RSK level of 2,000 mg/kg. No other contaminants of concern (COCs) were detected in any of the soil samples above laboratory reporting limits. Soil samples collected are not indicative of a release at the property and all COCs were below their respective KDHE RSK levels. No additional investigation is necessary through the Brownfields Program and the property is cleared for redevelopment. Notwithstanding, if subsurface impacts are discovered during construction and/ or excavation at the property, best management practices need to be carried out for proper handling of contamination

Former Use: The site was historically used for heavy equipment staging, storage, and a possible maintenance yard by Gladden Excavating. The property was undeveloped until about 1930, when it was converted to residential and agricultural land, and stayed this way until, in 1956, Gladden Excavating, through Kenneth L.
