Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) on 39 acres of property located southwest of the intersection Avenue A and 16th Avenue in McPherson, Kansas. The BTA was performed for the Kansas Municipal Utilities Not-for-Profit organization, who intends to redevelop the property into a training facility. Based on the Phase I report, no �Recognized Environmental Conditions� (RECs) were identified in connection with the BTA property, and the property is cleared for redevelopment; notwithstanding, the Division of Water Resources has placed a domestic groundwater use restriction at the property due to a salt water plume that is migrating from the northeast of the property and downgradient to the southwest. Additionally, there is a monitoring well on-site for the plume that should be left in place.

Former Use: The City of McPherson acquired the property by eminent domain acquisiton in 1994 from the Osborne Family, who owned the property since 1884, when the property was first platted and grant to Thomas A. Osborne. The property remained undeveloped agricultural land until 1994. From 1994-2013 biosolids from the waste water treatment plant were spread on-site, and from 2013 to the present, roads and utility poles were put on the site.
