Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 415 South Oak in Ottawa, Kansas. The BTA was conducted for The SWAN Arts Foundation, Not-For-Profit Organization, who intends to acquire the property and redevelop into a non-profit hub. The Phase I was necessary to fulfill the due diligence requirements prior to the property transaction and was completed through the KDHE Coalition Assessment Grant # BF97741501- petroleum substance funding. Based on the Phase I report, no Recognized Environmental Conditions (RECs) were identified in connection with the BTA property, and the property is cleared for redevelopment. A NESHAP Asbestos Survey, limited Mold Survey, and Lead Based Paint (LBP) Survey, were also conducted on the former church building located on the property as additional scopes outside of the ASTM 1527-13 Phase I assessment. Asbestos containing material (ACM) was identified in the building as 20 square feet of paper tape, 8 square feet of flooring, and glaze on 22 exterior windows. Abatement of these ACMs will likely be required prior to renovation and/or demolition. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all Federal and State regulations with respect to the asbestos. Results of the mold investigation indicate visible mold growth in the basement, with confirmation tape-lift samples. Lastly, the Lead Based Paint Survey indicated LBP covering interior areas and exterior areas of the building. Please refer to the Asbestos/LBP/Mold Report for recommendations in regards to the identified mold and LBP.

Former Use: The current property owner is Henry Guarisco, private individual, who obtained the property in 2010 from the Methodist Episcopal Church. The church had owned the property since 1879. The site was developed as a church since at least 1924 and a residential structure. The residential structure was removed in 1969, but the church structure still remains.
