Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) on approximately 46.5 acres of vacant property located southeast of the intersection of Hickory Road and Highway 69 in Fort Scott, Kansas. The BTA was conducted for the Bourbon County Economic Development Council through the KDHE Coalition Assessment Grant # BF 97741501 - petroleum substance funding. The property is targeted for expansion of the industrial park to the north. Based on the Phase I report, no "Recognized Environmental Conditions" (RECs) were identified in connection with the subject property and the property is cleared for redevelopment. However, it was recommended that the observed trash and debris near the pond be removed and disposed of properly prior to any construction activities.

Former Use: The site is undeveloped grass-covered land that occupies approximately 46.5 acres of southern Fort Scott, Kansas. The tract is located directly south of an active KDOT roadway support facility. Topographic maps in 1893 show the assessment site as undeveloped land with the Gulf Railroad to the east. Historical aerial imagery and topographic maps consistently show the assessment site as undeveloped and/or agricultural land. 1893-2015- Undeveloped and/or agricultural land persists from earliest available historical data to the present date. The Facility is shown as undeveloped land in the late 1800's. Development on the assessment was not identified in historical records. Current land use remains undeveloped and vacant. Some agricultural use of the assessment site over the site's history is suspected. The northern adjoining KDOT facility was constructed between 1996 and 2002 and remains to the present date. Additional facilities to the north and west were constructed prior to 1957. The Fort Scott Community College began using the site to operate a driving school for tractor trailers. The current metal recycling facility appears in historical records in 1957 and is still in operation at the present time. The Value Merchandisers facility was constructed in the mid 1990's. These sites are non-adjoining with the exception of the referenced KDOT facility to the north. The assessment site is currently owned by the Bourbon County Economic Development Council, which acquired the various Fort Scott Industrial Park tracts through several Quit Claim and Warranty Deeds filed between 1993 and 2008. Previous owners of record include individuals and Fort Scott Industries, Inc.
