The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) on approximately 9.2 acres of vacant land located northeast of the intersection of Hickory Road and US Highway 69 in Fort Scott, Kansas. The BTA was conducted for the Bourbon County Economic Development Council through the KDHE Coalition Assessment Grant # BF 97741501 - petroleum substance funding. The property is targeted for expansion of the industrial park. Based on the Phase I report, dated September 23, 2015, Recognized Environmental Conditions (RECs) were identified as potential releases of hazardous substances and/ or petroleum products due to an apparent diesel aboveground storage tank (AST) located along the west end of the property with associated visible soil staining. Due to the identified RECs, a Phase II was completed through the Brownfields Program. The Phase II investigation consisted of two groundwater borings to a depth of 5 and 5.5 feet (ft) below ground surface (bgs), and one groundwater sample was collected from each boring. Four soil borings were advanced to depths ranging from 3 to 5.5 ft bgs. Four surface soil samples and two at-depth soil samples were collected from the soil borings. A total of five groundwater samples and seven soil samples, including quality assurance & quality control samples, were collected and submitted for laboratory analysis of Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH)- Low Range Hydracorabons (LRH), TPH-Medium Range Hydrocarbons (MRH) and TPH-High Range Hydrocarbons (HRH). Based on the Phase II data, surface soils at the site have been impacted with petroleum constituents, most notably TPH-MRH. Petroleum impacts are likely associated with the AST located along the west end of the site and approximately 300 feet north of the entrance of the facility. The petroleum contaminants will be referred to the KDHE Storage Tanks Section for further investigation. As soil impacts are localized around the AST and groundwater does not appear to be impacted, it is unlikely that the identified contamination will hinder the future use of the property for construction of a road and potential future industrial use.

Former Use: The assessment site consists of partially developed land that occupies approximately 9.2 acres in southern Fort Scott, Kansas. The site is located directly east of the U.S. Highway 69 right-of-way and north of the Kansas Department of Transportation (KDOT) support facility. A communication tower tract and BTA Site #2 (also vacant) adjoin the assessment site to the east. The site accessible off of Highway 69 via Hickory Road that provides access to the active trucking school on site and the KDOT facility. The assessment site is currently owned by the BEDCO (Bourbon County Economic Development Council). The site is leased or otherwise legally accessible to Fort Scott Community College for use as a truck driving school. Previous owners of record include individuals (or respective trusts) and Fort Scott Industries, Inc. Other historical corporate interests were not identified with the possible exception of Kansas Gas and Electric Company ("KG & E"). 1893-1957 : Undeveloped land converted into Mo Kan Drive-In Theater 1957-1995 : Operated as the Mo-Kan Drive-In Theatre 1995-2015 : Fort Scott Community College began using the property approximately in 1995 for a tractor trailer driving school
