The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 401 Main Street in Atchison, Kansas. The BTA was completed for the City of Atchison, who currently owns the property and intends to assist a private developer in reusing the property as a hotel. Based on the Phase I report, "Recognized Environmental Conditions" (RECs) were identified as potential releases of hazardous substances and/ or petroleum products due to the historical use of the property as a gas station and greasing station; and the upgradient ONEOK FMGP site (C4-003-70039) that has petroleum, SVOC, and metals impacts to groundwater. The ONEOK FMGP site is currently being addressed through the KDHE State Cooperative program and the REC related to the FMGP will not be further addressed through the Brownfields Program at this time. Due to the identified RECs related to previous use at the BTA site, a Phase II assessment was completed. The Phase II BTA consisted of installing four soil boring and three groundwater probes to assess potential for impact. Soil and groundwater samples were sent for laboratory analysis of Total Petroleum Hydrocarbon - Low Range Hydrocarbons (TPH-LRH), Total Petroleum Hydrocarbons - Mid Range Hydrocarbons (TPH-MRH), Total Petroleum Hydrocarbons - High Range Hydrocarbons (TPH-HRH), and Volatile Organic Compounds (VOCs). In all, seven soil samples, including one QA/QC sample, were collected at various depths depending on field screening via Photo Ionization Detector (PID) and visual observations. VOCs in soil were detected in SB-2 (13'-14') below ground surface (bgs), however, all concentrations detected were below their respective Risk-based Standard for Kansas (RSK) for soil-to-groundwater pathway. TPH-MRH was detected at concentrations exceeding the RSK for the soil-to-groundwater pathway in sample SB-2 (13'-14') and SB-3 (13'-14'). The analytical data obtained from the soil samples are presented in Table 1 below. TPH-MRH and VOCs were detected in groundwater obtained from MW-1. The concentration of TPH-MRH was the only contaminant concentration to exceed its respective RSK for the groundwater pathway. It is likely that a release has occurred on the property from the historical use as a gas station and greasing station. The site will be referred to the Storage Tanks Section for further evaluation. The Storage Tank Section performed a Limited Site Assessment (LSA) in 2016 to delineate soil and groundwater impacts; followed by groundwater monitoring. Based on the data obtained during the LSA and annual groundwater monitoring, the site was closed.
