Additional Property Attributes

The Site, identified as the Blighted Elementary School, is located in a mixed residential and commercial setting. A Phase I ESA, structural assessment, and regulated building materials survey of the original 1.6 acre site was conducted by CDPHE in 2015. The property operated as an elementary school from the late 1930s until 1979 when the property was sold and converted to a pizzeria and bowling alley. Commercial use continued until 2007 when the property was sold and used for storage until 2012 when the property was vacated and remained so through 2015 when The Stratton Area Foundation (SAF) purchased the property. The Phase I ESA did not identify any RECs in connection with the Site. However, the Phase II ESA (i.e., Asbestos and Lead-Based Paint Survey) identified asbestos containing building materials throughout the 11,000 square former school building. The structural assessment of the dilapidated building confirmed that asbestos abatement could be completed safely prior to demolition. that will need to either be properly abated prior to demolishing the building, or, because it may not be possible to properly abate due to unsafe building conditions, the entire building should be demolished as asbestos-containing.

In 2017, SAF received a state brownfields cleanup grant from CDPHE and completed asbestos abatement of the former school building. SAF then completed demolition of the former school structures, backfill, and leveling in 2018. Between 2018 and 2022, SAF acquired the parcels adjacent to the original site, expanding the Site to encompass a total of approximately 3.44 acres. In 2023, CDPHE completed a Phase I ESA of the 3.44-acre Site for the Stratton Area Foundation 2 (SAF2), a sister organization of SAF, who now owns the Site. The expanded Site included a former single-stall car wash demolished in 2023 and a portion of the Site that was used for equipment sales. The 2023 Phase I ESA identified a former diesel dispensing station on the east adjacent property that poses a vapor encroachment condition (VEC) and REC to the Site. The Phase I ESA recommended incorporating vapor mitigation systems in new construction to address potential petroleum vapor intrusion. All buildings on the Site have been demolished and redevelopment plans include construction of a daycare center.
