Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) on a 0.06 acre property located at 366 State Street in Phillipsburg, Kansas. The BTA was completed for the Phillips County Economic Development who intends to purchase this property for use as their office space. Based on the Phase I BTA, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances due to the historical use of the property for dry cleaning operations. Due to the potential for impacts to soil and/or groundwater, a Phase II assessment was completed a the property The Phase II was completed in November 2015, and consisted of two soil borings and one collocated soil/ groundwater boring. Six soil samples (including duplicates) were collected from the borings. One groundwater sample was attempted to be collected from P-2, but groundwater was not encountered at 52 feet below ground surface and the boring was terminated. Collected soil samples were analyzed for Volatile Organic Compounds (VOCs). Tetrachloroethylene (PCE) was detected in sample P-1 (0 to 3 feet) at a concentration of 0.00635 milligrams per kilogram (mg/kg); however, this detection does not exceed the KDHE Risk-Based Standards for Kansas (RSK) residential soil to groundwater level of 0.121 mg/kg. No other VOCs were detected above laboratory reporting limits in any of the collected soil samples. Based on the data collected, no soil samples detected VOCs in exceedance of their respective KDHE RSK levels. The property does not appear to be impacted and is hereby cleared for redevelopment. A NESHAP Asbestos survey was also completed at the property as an additional scope outside of the ASTM 1527-13 Phase I standard. The survey did reveal Asbestos-Containing Materials (ACMs) as approximately 1,500 square feet of floor tile in poor condition. It is likely that these ACMs will need removal prior to any renovation and/ or demolition activities. The applicant has been advised to work with the KDHE Asbestos Control Section to comply with all State and Federal regulations with respect to the asbestos. The Kansas Department of Health and Environment (KDHE) completed an Asbestos Abatement at the above referenced property in Phillipsburg, Kansas. The Asbestos Abatement Site Documentation report has been enclosed for your records. The project consisted of proper abatement and removal of approximately 1,500 square feet of floor tile and associated mastic from the building. At this time no further action is necessary with regards to the asbestos. Abatement of Asbestos was completed 11/9/2015. The leveraged amount for the cleanup was approximately $1,875.00. This is an estimate, but KDHE requires a 25-35% match depending on the need of the community.

Former Use: The subject property is located at 366 State Street, Phillipsburg, Phillips County, Kansas. The property comprises approximately .057 acres. The property is improved with a single structure that was formerly used as a drycleaning business. The Property is currently vacant. The building has significant damage to the roof, which allows precipitation to enter the structure. According to historical sources, the Property operated as the Phillipsburg cleaners as early as 1995 and as Horners Cleaners as recently as 2003.
