Additional Property Attributes

A Phase I ESA was conducted at the Site by Weston & Sampson in September 2015. The major findings of the Phase I ESA are as follows: � Two suspected USTs located in the paved parking area east of the building were previously investigated in 2014. Soil borings were completed around these tanks, soil samples were collected and submitted for environmental testing, and the test results revealed no detectable concentrations of petroleum hydrocarbons or VOCs; � The Site does not appear to qualify as an �establishment� as defined by the Connecticut Transfer Act; � The age of the on-Site building (built circa 1932) raises the potential that asbestos-containing materials (ACMs), lead-based paint (LBP) and polychlorinated biphenyl (PCB)-containing light ballast and source materials were used in its construction; and � The western abutting property (current City of Norwalk Police Department) formerly was utilized as a gasoline service station and automotive repair shop, and a hat manufacturing factory. CTDEEP records have revealed documented groundwater impacts, an engineered control, and a deed restriction on this abutting property, and there is potential that a vapor encroachment condition (VEC) exists at the Site based on the perceived groundwater flow inferred from surrounding topographic conditions. The Phase I ESA identified two RECs in connection with the Site as follows: � The two suspected USTs located in the paved parking area east of the building were identified as a REC for two reasons. First, the previous investigation techniques do not meet industry accepted standards for release assessments at UST systems, and secondly we question the accuracy of the information presented in the previous environmental report because laboratory analytical results were not included in the previous report and the laboratory analyses differ based on the contents of the USTs. � The western abutting property (current City of Norwalk Police Department) was identified as a REC because it is included on the LUST database, CTDEEP records document groundwater impacts, an engineered control, and a deed restriction on this property, and because a potential VEC exists at the Site based on the perceived groundwater flow inferred from surrounding topographic conditions.

Former Use: The Site is currently improved with a two-story commercial building situated on the western portion of the Site parcel. The building contains a full basement and has a footprint of 2,264 square feet. The Site has been developed since at least 1884. A dwelling historically occupied the central region of the Site and was razed sometime prior to 1932, which is the date that the Norwalk Tax Assessor�s records indicate the current two-story building with a basement was constructed. The building has been utilized as a lodge/club (Elks Club, L.O.O.M Lodge and most recently the Moose Home) up until approximately two years ago when operations ceased.
