A Phase I ESA was conducted at the Site by Weston & Sampson in September 2015. The major findings of the Phase I ESA are as follows: � A 1,000 gallon #2 fuel oil underground storage tank (UST) was removed from the site in November/December 1994, there is a CTDEEP spill report that documents the removal of contaminated soil, there is a vent pipe suspected to be for this previously removed UST along the south side of the building, floor plans provided by the NRA depict an old oil tank pit located in the basement at the southeast corner of the building which appears to correlate to the position of the vent pipe, and while we did not find any information conclusively linking these features it is our opinion that the vent pipe, pit and documented removal of the 1,000 gallon UST are related; � The Site does not appear to qualify as an �establishment� as defined by the Connecticut Transfer Act; � The age of the on-Site building (constructed between circa 1922-1950) raises the potential that asbestos-containing materials (ACMs), lead-based paint (LBP) and polychlorinated biphenyl (PCB)-containing light ballast and source materials were used in its construction; and � The western abutting property (current City of Norwalk Police Department) formerly was utilized as a gasoline service station and automotive repair shop, and a hat manufacturing factory, CTDEEP records have revealed documented groundwater impacts, an engineered control, and a deed restriction on this abutting property, and there is potential that a vapor encroachment condition (VEC) exists at the Site based on the perceived groundwater flow inferred from surrounding topographic conditions. The Phase I ESA identified two RECs in connection with the Site as follows: � The previously removed UST from 1994 was identified as a REC due to the documented removal of contaminated soils, and the lack of environmental testing of soil samples collected from either the UST grave or from the soil removal area. � The western abutting property (current City of Norwalk Police Department) was identified as a REC because it is included on the LUST database, CTDEEP records document groundwater impacts, an engineered control, and a deed restriction on this property, and because a potential VEC exists at the Site based on the perceived groundwater flow inferred from surrounding topographic conditions.

Former Use: The Site is currently improved with a 4-story mixed-use building with both commercial and residential tenants. The building contains a full basement and has a footprint of 4,246 square feet. The building occupies virtually the entire parcel footprint. The building was partially occupied and partially vacant during the Phase I ESA study. The first floor was occupied by several commercial businesses including The Bail King, LLC (a bail bondsman), Michael E. Skiber, Esq., Four Girls Beauty Supply and Metro PCS. A church called the �Macedonia Outreach Ministry� occupies a portion of the second floor area. Other portions of the second floor and third floors were empty at the time of the Site inspection, and the fourth floor contains apartments. The Site is improved with a four-story, mixed-use commercial and residential building constructed between 1922-1950; The Site previously contained a dwelling from circa 1884 to 1912;
