The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) on a 2.5 acre lot located at the southeast corner of East 12th Street and South Clark Street in Fort Scott, Bourbon County, Kansas. The BTA was conducted for the City of Fort Scott through the KDHE Coalition Assessment Grant (EPA Cooperative Agreement # BF97741501). The city intends to assist the prospective purchaser in reusing the vacant lot for a meat market. Additionally, a Phase I was completed at the adjoining-east property (Five Corners East: C3-006-73307) in conjunction with this BTA, as the prospective purchaser intends to acquire both lots. According to the Phase I BTA report for the Five Corners West property, Recognized Environmental Conditions (RECs) were identified during the site reconnaissance as potential asbestos-containing materials (ACMs) within observed construction/demolition debris. Due to the potential for asbestos, the field team was re-mobilized to perform limited asbestos sampling of the suspect ACMs: specifically 9" by 9" floor tile and associated mastic, as an additional scope outside of the Phase I ASTM 1527-13 Standard. The floor tile was the only tested material positive for asbestos. It is recommended that the floor tile be disposed of properly prior to site reuse, and the applicant has been advised to work with the KDHE Asbestos Control Section for proper handling and removal. The property is hereby cleared for redevelopment.

Former Use: The project site is located at the southeast corner of E. 12th Street and S. Clark Street in Fort Scott, Kansas. Approximately 2.5 acres of grassland and tree cover. The vegetation has been cleared in the northern portion of the site. The site has been vacant tree cover since the 1880s, based on a review of historical information. 1893: The site appears to be undeveloped. 1957-2002: Vacant tree and grass-covered land. 2005-2012: The site appears to be parking/staging area for vehicles and trailers. The current site owner is Obrien Rock Company Inc., who obtained the property from Donald L. Stewart in August 5, 1998. Additional owners are other individuals, including Jim Smith
