Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) previously conducted Phase I and Phase II Brownfields Targeted Assessments (BTAs) at the property located at 121 West Humboldt in Fort Scott, Bourbon County, Kansas. The Phase I, II, II BTAs were conducted for the City of Fort Scott Economic Development Corporation, who intends to assist the prospective purchaser in reusing the property for manufacturing of aluminum trailers. The Phase I was completed in November 2015 and identified �Recognized Environmental Conditions� (RECs) as potential hazardous substances and/ or petroleum products due to the historical use of the BTA site for manufacturing and industrial purposes; and potential influence from nearby properties including a foundry and two filling stations. Due to the potential for subsurface impacts, a Phase II assessment was completed January 2016. The Phase II consisted of six soil borings and two groundwater probes. Seven soil samples and three groundwater samples were collected from the borings/probes and analyzed for Volatile Organic Compounds (VOCs), Resource Conservation and Recovery Act (RCRA) metals, Total Petroleum Hydrocarbon Gasoline Range Organics (TPH-GRO) and Total Petroleum Hydrocarbon Diesel Range Organics (TPH-DRO). TPH-GRO was detected in one groundwater sample. The petroleum detection was referred to the Storage Tanks Section for further evaluation; however the Storage Tanks Section later determined the property was ineligible for enrollment in the trust fund program. Lead was detected above the residential Risk based Standard for Kansas (RSK) of 400 milligrams per kilogram (mg/kg) in sample P-5 (1 to 3 feet) at a concentration of 435 mg/kg. Further investigation was warranted at the property due to the elevated lead concentration detected in soil and to define the extent of the lead impacted soil. In April 2016, a Phase III was conducted and consisted of eleven soil borings. A surface and subsurface soil sample were collected from each boring from 0 to 3 ft and 3 to 5 ft below ground surface. All of the collected samples were field analyzed for lead using an X-Ray fluorescence analyzer (XRF), and all samples were also submitted for laboratory confirmation analysis of lead. Five borings were completed surrounding each boring identified in the Phase II as having elevated concentrations of lead, i.e. P-5 and P-6. The elevated lead concentration identified at P-6 during the Phase II was not confirmed and all samples collected surrounding P-6 were below residential KDHE RSK values. Elevated concentrations of lead around Phase II boring P-5 were confirmed. The highest concentration of lead was identified in SB-10 (0 to 3 ft) just north of P-5. Step out samples just to the northeast (SB-7) and northwest (SB-6) of SB-10 had lead concentrations that exceeded the residential RSK for lead, but remain below non-residential KDHE RSK levels. It appears the detection of elevated lead has been confirmed surrounding former boring P-5. In general contamination has been delineated to the non-residential RSK value. Proposed reuse of this property is for non-residential use and concrete pavement overlies the known area of impact; therefore, no further investigation is recommended at this time. Notwithstanding, elevated lead concentrations have been confirmed in the soil and best management practices should be carried out during redevelopment of the property.

Former Use: The subject site consists of developed commercial land that occupies approximately 2.7 acres in northern Fort Scott, Kansas. The Site is located directly northwest of the intersection of Humboldt Street and N. National Avenue. According to Bourbon County records and site reconnaissance, the assessment site contains three (3) single story structures joined to form the former Progressive Rail Services building. The building is currently being used for equipment storage. The site was predominantly residential row housing. Beginning in the late 1880's
