Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) on a 6.5 acre lot with the address 0 E. 20th Street located approximately 300 feet east of intersection S Main Street and E 20th Street in Fort Scott, Kansas. The BTA was conducted for the Bourbon County Commission through the KDHE Coalition Assessment Grant - hazardous substance funding (EPA Cooperative Agreement # BF97741501). The County intends to purchase the property and redevelop into a Law Enforcement Center. Based on the information collected in the Phase I BTA, Recognized Environmental Conditions (RECs) were discovered as potential hazardous substances and/ or petroleum products related to the historical use of the property throughout the 1900s for commercial and industrial use. Additionally, discarded waste containers were observed during the site reconnaissance. Due to the potential for soil and/ or groundwater contamination, a Phase II was recommended to assess if groundwater and/ or soil has been impacted at the BTA property. The Phase II consisted of seven soil borings. One surface soil sample was collected from each boring from a depth of 0 to 2 feet (ft) below ground surface (bgs) in all borings except for B-5 (0 to 1 ft bgs) and B-7 (0 to 1 ft bgs). A subsurface soil sample was collected from B-1 (2 to 3 ft bgs). In all, a total of nine soil samples, including QA/QC sample, were collected and submitted for laboratory analysis of Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) - Low Range Hydrocarbons (LRH), TPH - Mid Range Hydrocarbons (MRH), and TPH - High Range Hydrocarbons (HRH). Two groundwater samples were anticipated for collection, but shallow limestone bedrock was reached at 2 to 4 ft bgs across the site and groundwater was not encountered. Based on the data collected during the Phase II, soil at the BTA property is impacted; however, concentrations of contaminants of concern are below Risk-based Standards for Kansas (RSK). Additionally, groundwater at the site was not encountered due to the presence of shallow bedrock. Further investigation is not necessary through the Brownfields Program and the property is cleared for redevelopment.

Former Use: The subject property consists of approximately 6.5 acres of land used for agriculture and equipment storage. According to historical records, the land has been historically used for commercial and industrial use, including operations of heavy equipment. The site is currently owned by Cullor, Inc. who uses the site for general storage and staging of quarry, trailers, vehicles and heavy equipment.In addition, the site is being leased to another party for the storage of soy beans. Previous owners include individuals with no additional corporate affiliations. The mentioned individuals who owned the property previously date back to approximately 1961.
