Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) completed a Phase II Brownfields Targeted Assessment (BTA) on a 0.88 acre property located at 208 North Walnut Street in Peabody, Kansas. The BTA was completed for the prospective purchaser, with the support from the Peabody City Council. The City Council supports the potential sale of this property and continued use as a local market. Based on the external Phase I BTA, conducted by AEI Consultants Inc., of Overland Park, Kansas, �Recognized Environmental Conditions� (RECs) were identified as potential releases of hazardous substances and/or petroleum products from the historical use of the property as a fueling station (from 1930 to 1940) with underground storage tanks noted on Sanborn maps, and former use as a printing shop (from 1884 to 1984). Due to the potential for impacts to soil and/or groundwater, a Phase II BTA was completed at the property. The Phase II BTA was completed in January 2016, and consisted of four collocated soil/ groundwater borings. A total of nine soil samples were collected from varying depth intervals below ground surface (bgs), including one duplicate sample. Shallow soil samples were collected from the 1 to 3 feet bgs interval and subsurface soil samples were collected at depths ranging from 14 to 19 feet bgs. Groundwater was not encountered during this investigation; therefore, groundwater samples were not collected. Soil samples were analyzed for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons � Low Range Hydrocarbons (TPH-LRH), Total Petroleum Medium � Mid Range Hydrocarbon (TPH-MRH), Total Petroleum Hydrocarbon � High Range Hydrocarbons (TPH-HRH), and Resource Conservation and Recovery Act (RCRA) metals. Review of the analytical data indicates that contaminants are present in soil at the Peabody Market property. VOCs and RCRA metals were detected in soil at concentrations below their respective Risk-based Standard for Kansas (RSK) for the soil-to-groundwater pathway. TPH-MRH was detected in two soil samples at concentrations of 60.5 and 72.4 milligrams per kilogram (mg/kg), which exceed the residential RSK level, but are below the nonresidential RSK level for the soil-to-groundwater pathway. Based on the data collected during the Phase II BTA, the property contains TPH-MRH impacts to soil. As such, the property will be referred to the Storage Tank Section within the Bureau of Environmental Remediation (BER) for further evaluation.

Former Use: The subject property consists of approximately .88 acres and is improved with a single-story building totaling approximately 8,000 square feet located on the northern portion. Based on historical information, between 1884 and 1922, the property was utilized as a printing shop. In the 1930's. From then on, the property developments changed from a hotel, to a grocery store which it currently is today. Mr. Jim Cox was the owner of the property from 1980-2002. The current owner is Mr. Rick Turn.
