Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) at 1022 N. Hickory in Ottawa, Kansas. The BTA was conducted for City of Ottawa, who currently owns the property and intends to reuse the property for a residential home. The BTA was completed through the KDHE Coalition Assessment Grant # BF97741501 - hazardous substance funding. Based on the Phase I report, Recognized Environmental Conditions (RECs) were identified as potential hazardous substances and/ or petroleum products due to the presence of a transformer on the property since the 1950s, and the historical use of the northwest adjacent property as a retail petroleum facility. A Phase II was recommended to assess if the above mentioned RECs have impacted soil and/ or groundwater at the BTA property. The Phase II consisted of three soil borings. One surface soil sample was collected from two of the borings (SB-2 and SB-3) from 0 to 3 feet (ft) below ground surface (bgs). Additionally, a subsurface soil sample was collected from SB-2 (16.5 to 17.5 ft bgs) and SB-4 (15 to 16 ft bgs). A total of five soil samples were collected, including QA/QC samples, and submitted to the lab for Polychlorinated Biphynels (PCBs). Additionally, the subsurface soil samples were also analyzed for Total Petroleum Hydrocarbons (TPH) - Low Range Hydrocarbons (LRH), TPH - Mid Range Hydrocarbons (MRH), and TPH - High Range Hydrocarbons (HRH). Additionally, two groundwater borings were completed to 17.5 ft bgs in MW-1 and MW-2, and temporary piezometers were installed; however, no groundwater entered the borings and groundwater samples were not collected. No contaminants of concern were detected in any of the collected soil samples above laboratory reporting limits. No further investigation is recommended at this time, and the property is cleared for redevelopment.

Former Use: The subject property is located east of North Hickory Street in Ottawa, Franklin County, Kansas. The subject property is approximately 0.15 acres that generally slopes to the southwest and is currently developed with an electrical transformer system on the west side of the property which took place in 1958/1959 and the rest of the land is vacant greenspace. The property was contaminated with PCBs from 1959 to approximately 1980 due to the historical use. The subject site is currently owned by the City of Ottawa who acquired the property from Warren G. Weien in 1959.
