Additional Property Attributes

The 0.12-acre Site is located on the west side of the Monroe Street and Chestnut Street intersection in a �SONO Station Design District� zone of Norwalk, Connecticut. The Site is occupied with a singlefamily residence known as 20 Monroe Street and a 2-family residence known as 22 Monroe Street. The Site and surrounding area have been developed since 1855 and utilized as residences through present time. Surrounding properties consist of residences to the south and east, a commercial building to the west and the City of Norwalk Police Station to the north across Monroe Street. Based on the findings the Phase I ESA, Weston & Sampson did not identified any Recognized Environmental Condition (REC) in conjunction with the Site except for the potential for off-Site impacts associated with the South Norwalk Train Station located west and potentially upgradient of the Site. The age of the on-Site buildings raise the potential that hazardous building materials (HBMs) including asbestos containing materials (ACMs), lead-based paint, polychlorinated biphenyls (PCB)-containing building materials and equipment, and mercury containing items (i.e. fluorescent light bulbs, thermostatic controls) were used in its construction. The presence of suspect HBMs in the buildings does not represent a release to the environment. However, it is Weston & Sampson�s opinion that HBMs will need to be assessed in order to develop potential HBM abatement costs should the buildings be renovated or demolished.

Former Use: Based on information gathered from the review of historical data sources, municipal records, and interviews conducted as part of the Phase I ESA, the Site has been developed since 1880. Norwalk Tax Assessor�s records indicate that the 20 Monroe Street residence was constructed in 1890 and the 22 Monroe Street residence was constructed in 1855. Historic mapping and records indicate the Site buildings were historically known as 12 and 14 Monroe Street until approximately 1950 when the addresses changed to the current addresses and have remained unchanged through the present and appear to have always been utilized for residential purposes. The 1980 tax assessor�s street cards indicate that both residences were historically heated via oil. The various Town offices did not possess any information regarding the presence of USTs or ASTs or any other pertinent environmental information.
