The Kansas Department of Health and Environment (KDHE) conducted a Phase I Brownfields Targeted Assessment (BTA) and a Phase II BTA at the Phillipsburg Auto Service property (aka Dave�s 36 Services Station) located at 503 State Street in Phillipsburg, Kansas. The assessments were conducted for the Phillips County Economic Development (PCED) to facilitate reuse of the property as an Auto Service/Car Lot for the local community. The Phase I and II BTAs were necessary for the pending property transaction and were completed through the KDHE Coalition Assessment Grant # BF97741501 with petroleum funding. The Phase I BTA identified potential hazardous substances and/ or petroleum products due to the historical use of the property as a service station since at least 1925 as Recognized Environmental Conditions (RECs) in the Phase I report. A Phase II assessment was recommended to assess if the RECs have impacted soil and/ or groundwater at the property. Based on these recommendations, the KDHE conducted a Phase II BTA at the property to confirm the presence or absence of soil and/or groundwater. A Phase II BTA to confirm presence or absence of soil and/ or groundwater contamination at the property was again conducted on behalf of the PCED. The PCED now intends to assist a prospective purchaser in buying the property for continued use as a service station. The Phase II BTA consisted of four soil borings collocated with four groundwater probes. Groundwater was only obtained at three probe locations. Nine soil samples were collected at the site for Total Petroleum Hydrocarbon (TPH) and Volatile Organic Compound (VOC) analysis. A total of four groundwater samples were collected for TPH and VOC analysis. Quality assurance quality control (QA/QC) samples were included with the soil and groundwater sampling. Based on the soil and groundwater data obtained during the Phase II BTA activities, no contaminants of concern were detected above KDHE RSK standard residential levels, and the property was cleared for redevelopment.

Former Use: The subject property is located at 503 State Street in Phillipsburg, Phillips County, Kansas. The property is approximately 0.32 acres in size. The building on site is currently a single story service station building with three garage bays, also operating as a convenience store. Based on historical land use records, the assessment site was used for residential purposes from 1893-1925 and then proceeded to operate as a filling station from approximately 1925 to present. The property has been owned by Freda Redinger since approximately 1995.
