Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) conducted a combined Phase I and Phase II Brownfields Targeted Assessment (BTA) on 0.5 acres of property located at 122 N. Broadway in Pittsburg, Crawford County, Kansas. The BTA was performed for the private property owner, with support from the City of Pittsburg's economic development group, who intends to sell the property for reuse as a chiropractiv business. The Phase I discovered "Recognized Environmental Conditions" (RECs) in connection with the property as potential hazardous substances and/ or petroleum products due to the historical use of the property as a lumber yard from approximately 1892 or 1923 and later as a retail petroleum facility from approximately 1944 to 1962. Additional RECs were identified relating to nearby properties including the east-adjoining FMGP-Pittsburg site, which is currently enrolled in the KDHE State Cooperative Program (C3-019-70045); the south-adjoining former dry cleaning facility; and the north-adjacent former dry cleaning facility. Due to the aforementioned RECs, a Phase II was completed to assess soil and groundwater at the BTA site. The Phase II was completed in March 2016, and consisted of four soil borings and two groundwater borings. Surface and subsurface samples were collected from the soil borings, for a total of nine collected soil samples, including one duplicate. A total of four groundwater samples were collected from the groundwater borings, including QA/QC samples. Soil and groundwater samples were analyzed for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons Low Range Hydrocarbons (TPH-LRH), Total Petroleum Hydrocarbons Mid-Range Hydrocarbons (TPH-MRH), and Total Petroleum Hydrocarbons High Range Hydrocarbons (TPH-HRH); additionally, the groundwater samples were also analyzed for dissolved Resource Conservation and Recovery Act (RCRA) 8 metals including arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver. It appears that soil has been impacted by TPH-LRH, TPH-MRH, and naphthalene exceeding their respective KDHE Risk-Based Standards for Kansas (RSK) levels in the vicinity of SB-1 and SB-2. Groundwater in this vicinity has also been impacted by TPH-MRH, naphthalene, arsenic, cadmium, and lead above their respective KDHE RSK levels. Impacts are concentrated to the northwest portion of the site where the former fueling station was located. The TPH impacts will be referred to the KDHE Storage Tanks Section for eligibility determination and potential further investigation. Arsenic, cadmium, and lead were detected in the GW-1 groundwater sample exceeding their respective KDHE RSK levels; however, metals were not detected in the GW-1 duplicate sample, or in the second groundwater sample collected at GW-2. It is unlikely that the presence of elevated metals in groundwater will hinder the proposed reuse of this property.

Former Use: The subject property is approximately 0.50 acres in size located at 122 North Broadway Street in Pittsburg, Crawford County, Kansas. Since 1940, the property has had a 3,000 square foot commercial and residential structure that is utilized as a chiropractic office and residence. The subject property is currently being utilized as the Broadway Chiropractic Clinic as of 1980. The current owner is Mr. William Aaron McMurray, II, who purchased the property from Darcy D. Williamson in 1998. Previous owners include private individual owners.
