The property is municipally-owned and has been utilized and was constructed as a residential apartment complex known as Washington Village since ~ 1940. The complex, operated by the Norwalk Housing Authority (NHA), and is developed with eleven elongated residential buildings, a learning center building, a maintenance garage building, a small paved asphalt parking lot and several designated childrens play areas. Historic maps indicate that the southern portion of the Site and surrounding area consisted of mud flats or marsh land associated with the nearby Norwalk Harbor until it was filled and subsequently developed sometime prior to 1889. By 1940, all of the former on Site buildings were demolished and the current municipal housing complex was developed. Surrounding properties were historically developed with similar varied land uses (residential, commercial and industrial) and included such noteworthy businesses as a hat manufacturing company, machine shops, automotive repair shops, a food distribution (salad oil) company, a wire cloth company and acetylene supply company.
