Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the property located at 17 S. Main Street in Fort Scott, Kansas. The BTA was completed for the City of Fort Scott, Department of economic development, and was completed through the KDHE Coalition Assesment Grant (BF97741501) with hazardous substance funding.The City intends to assist the property owner in redeveloping for a community arts and innovation center. Based on the information collected in the Phase I BTA, Recognized Environmental Conditions (RECs) were discovered as potential hazardous substances and/ or petroleum products due to the potential PCB-containing elevator on-site, and historical use of east-adjacent properties for auto repair, embalming, junk yard, and dry cleaning. Due to the identified RECs found in connection with the property, a Phase II investigation is recommended. A NESHAP Asbestos Survey was also completed at the property as an additional scope outside of the ASTM 1527-13 Phase I standard. Asbestos-containing material (ACM) was discovered as approximately 13,000 square feet of floor tile. This ACM will likely require abatement prior to any renovation or demolition activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all State and Federal regulations with respect to the asbestos. A limited lead-based paint (LBP) survey was also completed, which discovered LBP in interior areas within the structure. Finally, a mold survey was completed, which discovered mold within the basement of the building. The applicant will be advised to consult the report for recommendations on LBP and mold removal. The Kansas Department of Health and Environment (KDHE) completed a Phase II Brownfields Targeted Assessment (BTA) at the above referenced property in Fort Scott, Kansas based on the Phase I BTA, completed in May 2016. "Recognized Environmental Conditions" (RECs) were identified as potential hazardous substances and/ or petroleum products due to the potential polychlorinated biphenyl (PCB)-containing elevator on-site, and historical use of east-adjacent properties for auto repair, embalming, junk yard, and dry cleaning. Due to the identified RECs found in connection with the property, a Phase II investigation was recommended. The Phase II was completed in August 2016, and consisted of three soil borings which were used to collect soil samples for the analysis of PCB contamination. Groundwater samples were also collected from SB-3 using dedicated (disposable) tubing, discharging directly into laboratory-supplied sample containers using a check valve and then submitted to Pace Analytical Services, Inc. (Pace) in Lenexa, Kansas for the analysis of Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) - Low Range Hydrocarbons (LRH), TPH-Mid Range Hydrocarbons (MRH), and TPHHigh Range Hydrocarbons (HRH). The laboratory analysis showed results of acetone concentrations above laboratory reporting limits in the groundwater sample collected. However, the reported concentration were less than KDHE Risk Based Standards for Kansas (RSK). No other contaminants of concern (COCs) were detected in the soil or groundwater and the property is hereby cleared for redevelopment.
