Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) on a property spanning approximately 0.15 acres with an address of 14 S Main St in Fort Scott, Kansas. The BTA was conducted for the City of Fort Scott, Department of Economic Development, and was completed through the KDHE Coalition Assessment Grant � hazardous substance funding. The City intends to assist the property owner in redeveloping for commercial first floor and possible residential second floor. Based on the information collected in the Phase I BTA, Recognized Environmental Conditions (RECs) were discovered as potential hazardous substances and/ or petroleum products due to the historical use of adjacent properties including a lumber yard and several former petroleum retail facilities that were in operation during the early to mid-1900s. A Phase II is recommended to investigate the aforementioned RECs with one exception, KDHE�s does not concur that the former lumber yard property is a REC. A NESHAP Asbestos Survey was also completed at the property as an additional scope outside of the ASTM 1527-13 Phase I standard. Asbestos-containing materials (ACMs) were discovered as approximately 2,000 square feet (SF) of ceiling tile and 100 SF of wall tile. This ACM will likely require abatement prior to any renovation or demolition activities. The applicant will be advised to work with the KDHE Asbestos Control Section to comply with all State and Federal regulations with respect to the asbestos. A limited lead-based paint (LBP) survey was also completed, which discovered LBP in interior areas within the structure. Finally, a mold survey was completed, which discovered mold within the on-site building. The applicant will be advised to consult the report for recommendations on LBP and mold removal. The Kansas Department of Health and Environment (KDHE) completed a Phase II Brownfields Targeted Assessment (BTA) at the above referenced property in Fort Scott, Kansas. Based on the Phase I BTA, completed in May 2016, The Phase II was completed in July 2016, and consisted of four soil borings, and the collection of two groundwater samples from SB-1 and SB-4 using dedicated (disposable) tubing discharging directly into laboratory-supplied sample vials. The groundwater samples were submitted to PACE laboratory for Volatile Organic Compounds (VOCs), Total Petroleum Hydrocarbons (TPH) - Low Range Hydrocarbons (LRH), TPH-Mid Range Hydrocarbons (MRH), and TPH-High Range Hydrocarbons (HRH). The laboratory analysis showed results of MRH and HRH concentrations above laboratory reporting limits in one of the two groundwater samples collected. However, the reported concentrations were less than KDHE Risk Based Standards for Kansas (RSK). No other contaminants of concern (COCs) were detected and the property is hereby cleared for redevelopment.
