Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) on a property spanning approximately 0.3 acres, with storefronts comprising 18, 20, and 22 South Main Street in Fort Scott, Kansas. The BTA was conducted for the City of Fort Scott, Department of Economic Development, and was completed through the KDHE Coalition Assessment Grant � hazardous substance funding. The City intends to assist the property owner in redeveloping for potential commercial and residential use. Based on the information collected in the Phase I BTA, Recognized Environmental Conditions (RECs) were discovered as potential petroleum products due to the historical use of the west-adjoining property as an auto garage from approximately 1920 to 1960. A second REC was identified in connection with a Leaking Underground Storage Tank facility at the west-adjoining Stout Building (U3-006-14266) located at 11 East 1st Street. Two 150 gallon tanks were removed from the Stout Building property in 2010, along with 20 cubic yards of impacted soil. Following tank and soil removal, the site was given a �closed� status by the KDHE Storage Tanks Program; due to the closed status, the Stout Building is not a concern to the subject site at this time. A Phase II is, however, recommended to assess potential petroleum in groundwater due to the aforementioned REC relating to the adjoining historical use. A NESHAP Asbestos Survey was also completed as an additional scope outside of the ASTM 1527-13 Phase I standard. The survey identified asbestos-containing materials (ACMs) as approximately 260 square feet (SF) of floor tile, 140 SF of mastic, and 325 SF of cement panels. It is likely that these ACMs will need proper abatement prior to any renovation or demolition activities. The applicant will be advised to consult with the KDHE Asbestos Control Section to comply with all State and Federal regulations. A lead-based paint (LBP) survey was also completed, which discovered LBP on interior surfaces of the building. Additionally, a mold survey was completed, which identified mold within the on-site building. The applicant will be advised to refer to the report for recommendations on LBP and mold removal. The Phase II was completed in August 2016, and consisted of four soil borings in an attempt to obtain groundwater samples to evaluate the RECs identified during the Phase I ESA. However, groundwater was not present in sufficient quantities to sample. During the Phase II ESA, no subsurface conditions were observed to support additional investigation. Based upon the data collected and observations made during the Phase II activities, KDHE recommends no further action and the property is hereby cleared for redevelopment.
